2PRC MANDATE
R. A. NO. 8981 AN ACT MODERNIZING THE
PROFESSIONAL REGULATION COMMISSION, REPEALING FOR
THE PURPOSE PRESIDENTIAL DECREE NUMBERED TWO
HUNDRED AND TWENTY-THREE, ENTITLED CREATING THE
PROFESSIONAL REGULATION COMMISSION AND
PRESCRIBING ITS POWERS AND FUNCTIONS. AND FOR
OTHER PURPOSES TITLE PRC MODERNIZATION ACT
OF 2000 DATE DECEMBER 5, 2000 IRR

3Examination System
- 1. The examination system involving the
production of questions and rating of answers is
fully computerized. - 2. Board licensure examination questions are
based on the syllabi or table of specifications
for the subjects in the Board licensure
examinations.

- 3. The performance of schools, colleges and
universities in Board licensure examinations is
published in the program for mass oathtaking and
can be released upon request.

- 4. Schools/colleges/universities with a course
requiring Board licensure examinations are issued
with 5-sample test questions upon request and
payment
6Registration System
- 1. A registered professional is issued with a
Certificate of Registration and Professional
Identification Card valid for, and renewable
every three (3) years serve as dual proofs (1)
registration and (2) payment of annual
registration fees

- 2. Non-payment of the annual registration fees
for five (5) consecutive years is a basis to drop
his/her name from the roster of registered
professionals and suspension from the practice of
the profession reinstatement to practice is
allowed after payment of delinquent fees and
arrearages.
8FOREIGN PRACTICE
- A foreigner is allowed to take the Board
Licensure Examination, register and practice
his/her profession if there is a reciprocity in
the practice of the profession between the
Philippines and his/her country or state

- A foreigner is allowed to practice in the
Philippines- with or without reciprocity and
without Board licensure examination for a
limited scope of practice and period - Temporary/Special permit is issued thereto maybe
renewed
10Continuing Professional Education
- 1. A registered Professional may submit
Continuing Professional Education /Development
(CPE/D) units for renewal of his/her Professional
Identification Card a CPE Council accredits the
Provider and the program thereof.

- 2. Professional Organization is accredited by the
Board and the PRC if there is a provision on
integration of the profession in the professional
regulatory law and/or mandatory membership
therein if none, by the PRC alone

- 3. The name of the Accredited Professional
Organization (APO) is not allowed to be expressly
mentioned in the provision of the professional
regulatory law for valid and practical reason
13Standards and Inspection
- 1. The PRC and the Boards are allowed to conduct
ocular inspection of establishments, clinics,
etc, and schools in coordination with the
Commission on Higher Education (CHED)

- 2. Pursuant to MOA between PRC and SEC, the PRC
can indorse to SEC the registration of the
Articles of Incorporation and/or By-laws or the
amendment thereof of an organization of
professionals with the Board and PRC after
determination of whether these documents are in
accordance with R.A. No. 8981 (the PRC
Modernization Act of 2000) and the concerned
professional regulatory laws, rules and
regulations.
