5ABCD Interventions
- Assist practice with obtaining standardized
developmental screening tools - Collaborative learning
- Pilot practice technical assistance
- Medicaid policy revision
- Address billing issues
- Communicate information regarding community
resources (e.g. community partners meeting) - Part C/Early On training sessions.
6Screen Results
- Screen results discussed with parent
- Pilot offices have implemented processes for
children screening positive - Referred by the provider office to
- Early on
- Head Start
- Developmental behavioral pediatrician
- Community Mental Health
- Audiology, speech therapy, neuro, rehab
- Other local resources in area (e.g. Detroit
Institute for Children, developmental clinics) - Referral information and screen results provided

follow up with parent regarding referral status - Early on most utilized referral resource may be
done via web, email, phone or fax - www.1800earlyon.org
- vmeeder_at_edzone.net (email)
- 1-800-Early-On (phone)
- 1-517-668-0446 (fax)
8Medicaid Policy Improvement

screening tools in the EPSDT Policy - Recommended use of approved guidelines and
minimal screening standards based on AAP policy
and Bright Future Guidelines - Clarification of Medicaid billing process for
developmental screening (i.e., coding and
reimbursement) in the form of a provider letter.
9Measurement/Evaluation
- Data for pilot site practice measures is being
collected via medical record review - Screening rates will include children screened
with standardized tool children with abnormal
result children with evidence of referral.
Rates will be reported in aggregate and by
practice. - Provider survey/focus group conducted in May of
2008 - Member survey (3-5 questions in postcard format)
conducted in June 2008
10ABCD Spread Strategy
- Spread within pilot sites - an essential
component - ABCD stakeholder organizations to
- promote developmental screening using existing
communication mechanisms meetings, written
communication, web sites - participate in regional and statewide efforts
- Regionally, community stakeholders to
- expand local partnerships

- create public awareness at the community level
- identify opportunities for networking and ongoing
communication
11ABCD Spread Strategy
- Statewide efforts include
- dissemination of pediatric preventive care
guidelines - clarifying and revising policy
- promoting consistency in payment, billing and
coding - Stakeholders will continue to meet after the
conclusion of the formal project to sustain
momentum and increase developmental screening
rates.
12Michigan Child Health Improvement Partnership
(MICHIP)
- Michigan awarded a grant from the Vermont Child
Health Improvement Program (VCHIP) to form an
enduring, sustainable quality improvement
partnership. - Partnership to address health issues and
