- Combat Operational Stress Control (COSC) is the
responsibility of every Marine
- To maintain readiness of self, buddy, unit, and
family
- To preserve health and well-being
- COSC objectives
- Prevent the injuries that stress can sometimes
cause
- Identify stress injuries, when they cant be
prevented
- Treat stress injuries at every level
- Responsibilities for getting help when it is
needed
- As a leader make it OK for your Marines to ask
for help
- As a buddy speak up when someone needs help
- As a Marine have the moral courage to ask for
help
18How To Tell If Help Is Needed
- You cant get to sleep, or stay asleep
- You cant control your temper
- Your heart keeps pounding, for no apparent
reason
- You drink more than you used to, and cant cut
back
- You dont enjoy people or activities any more
that you used to enjoy
- You blame yourself for something that may not
have been your fault
- You cant stop thinking (or dreaming) about bad
experiences
- You think about hurting yourself, or hurting
someone else
Get help if these problems dont start going away
after 30 days

voluntarily at the lowest possible level using
the Informal Resolution System (IRS) - Directly confront in person

- The following are possible punitive actions in
substantiated incidents

- NJP / Court-martial Art 92 Violation of Order,
or Art 134 Indecent Language
- Process for Administrative separation Mandatory
when influence or rewards in exchange for sexual
favors, or physical contact of a sexual nature is
substantiated.
30Sexual Assault
- Definition Sexual Assault includes rape,
forcible sodomy, indecent assault, and attempts
to commit these offenses
- Sexual Assault Prevention and Response Office
(SAPRO) has been established new MC Order
1752.5A. Victim Support is key aspect of the
program, including confidentiality protection - Incompatible with Marine Corps core values
- Bottom Line Sexual Assault is a Criminal
Offense that will be dealt with under the UCMJ

- Social or business relationship between Marines
of different grades in violation of a custom of
the Naval Service, which, in the eyes of one
experienced in military leadership, impacts
adversely on good order and discipline, or
degrades or threatens to degrade the character or
status of the position that a Marine holds. - Art. 1165 Navy Regulations

- The relationship need not be male-female
- Direct senior-subordinate supervisory
relationship not required
- Senior has primary responsibility to avoid
inappropriate relationships
- However, BOTH parties are accountable for their
conduct
- Mutual respect for rank and position MUST BE
maintained
- Improper relationships between Marines will
destroy good order and discipline in the
workspace

- Examples
- Drinking alcoholic beverages together (other
than proper social functions)
- Borrowing money or gambling together
- Going to private homes or clubs together
- Dating or engaging in sexual activities
- Engaging in commercial transactions, except for
onetime sales or leases . . . real estate
- Showing favoritism or partiality
- Key issue is whether traditional distinctions
between grades are ignored
35Fraternization
- A marriage stemming from a previously existing
improper relationship does not excuse those
responsible for that relationship prior to
marriage - Can easily become a case of sexual misconduct in
instructor-student relationship
- Perception is reality
- Prosecution
- Article 92 Violation of lawful order
- Article 134 Fraternization (Commissioned and
- Warrant Officers)

- I will not tolerate any instance where one
Marine inflicts any form of physical or
psychological abuse that degrades, insults,
dehumanizes or injures another Marine. We will
protect our Marines through fair, scrupulous, and
unbiased treatment as individuals caring for
them, teaching them and leading them. -

38Hazing
- Conduct by one military member to another that
causes suffering or exposure to an activity that
is cruel, abusive, humiliating or oppressive
- Includes but is not limited to
- Any form of initiation or congratulatory act that
involves physically striking another to
inflict pain
- Piercing anothers skin in any manner
- Verbally berating another
- Encouraging another to excessively consume
alcohol
- Encouraging another to engage in illegal,
harmful, demeaning or dangerous acts
- Soliciting or coercing another to engage in
hazing
- Consent by the subject is NOT a defense

- Marines recently punished by courts-martial have
characterized incidents of hazing as pranks,
jokes, or innocent fun.

- Art 92 Violation of lawful order
- Art 93 Cruelty and maltreatment

- Art 128 Assault
- Art 133 Conduct unbecoming an Officer
- Art 134 Indecent Assault
- Art 134 Drunk and disorderly conduct

- What to do about hazing?
- Inform your superiors using the chain of command
- If your immediate superiors are involved
- Request mast to your Commanding Officer or
Commanding General
- Notify your Command Inspector

- Tattoos or Brands on the neck or head.
- Sleeve tattoos.
- Half Sleeve or Quarter Sleeve that are visible
in standard PT gear.
- Tattoos or Brands that are prejudicial to good
order, discipline and morale, or are of a nature
to bring discredit upon the Marine Corps.

- DC MRA (MM) for any tattoo issue involving
Retention or Special Duty Assignments.
- - SDA Checklist includes photo of
- SNM in PT gear.
- - Any tattoo deemed questionable
- by the SNMs Commander.
