Title: Establishment of

1
Establishment of Petroleum, Chemicals and
Petrochemical Investment Region at Haldia in
West Bengal Government of West Bengal
2
Vision of West Bengal PCPIR
West Bengal seeks to emerge as a leading State in
the Petroleum, Chemicals Petrochemical sector
  • Establishment of world-class common
infrastructure and facilities for the Petroleum,
    Chemical and Petro-chemical industries
  • Attract foreign and domestic investment,
contributing to the growth of the economy
  • Sustainable socio-economic
  • development of the region

Rationale for Selection of Haldia
  • Contiguous area of 250 sq km comprising Haldia
Mainland and Nayachar Island under HMA HDA
  • Brownfield site with current large existing
petroleum, chemical and petrochemical units along
    with port and supporting infrastructure
  • PCPIR to tap hinterland comprising of adjoining
States as well as Bangladesh, Nepal and Bhutan.
Geographical advantage of accessibility by road
    and sea to South-East Asia
  • Existing, stable almost uninhabited Nayachar
island with proximity to Haldia port
  • Agreements with tenant and developer in place
  • Large water front a natural buffer zone for
    PCPIR

HALDIA
NAYACHAR

Nayachar Island
  • Sheltered calm island with flat terrain and well
    formed land
  • Mainly barren island with low habitation and
    minimum activities currently
  • Almost 95 (12,340 acres / 4936 ha ) of current
land area of 13,000 acres / 5200 ha to be
    developed excluding 5 for CRZ-I (i) zone
  • Island, relatively better option than mainland
with regard to safety. Facilities like jetties
    can be easily provided
  • Preliminary studies by various agencies have
confirmed that the island meets basic
requirements for development of a petrochemical
    complex

Nayachar
  • Captive power plant (2500 MW) to be set up by the
developer using overseas captive coal reserves
  • High shorefront exposure per unit area
  • Composite bridge providing rail and road
connectivity from mainland in due course

Consultants Views on Nayachar Island
Jurong Consultants Pte. Ltd
in their Site Evaluation and Appraisal report for
Nayachar Island has commented
Nayachar island has better soil conditions and
land form as compared to when Jurong island was
first developed.
School of Oceanographic Studies Dept of
Construction Engineering Jadavpur University
in their Geotechnical Investigative studies has
commented
The pile load capacity of similar piles with
same founding level is comparable and in some
cases more than normal Kolkata soil.
Engicon India Pvt Ltd
in their Sub-surface Geo-Technical Investigation
has commented
The island has been found to be stable and
suitable for industrial development.
7
Study on Nayachar Island by Jadavpur Calcutta
University
A Feasibility Study on Nayachar Island for
Industrial Commercial activities has been
prepared by a team of academicians of Jadavpur
Calcutta University Key findings are as follows
- This is a geologically accreting stable
island detached as a point bar from the Haldia
mainland. The projected accretion of the
island during coming 50 years will add an area of
41 sq.km to the Nayachar island considering the
present scenario of hydrologic regime and erosion
of 0.5 sq.km over the same period The load
carrying capacity of the island soil shows that
the industrial structure foundations can be
undertaken at Nayachar sub-soil with ease. The
situation of the island is far away from the
cyclone-prone area of the coastal Sunderban
region. The presence of mangrove species like
Genwa, is indicative of a matured mangrove soil.

Zoning Plan of WBPCPIR
9
Zoning Pattern
Total processing area is 108.42 sq.km. (27,104
acres)
Total non-processing area is 141.78 sq.km.
(35,444 acres)
Existing and Proposed Zoning pattern (in acres)
Proposed processing area Zoning Pattern
Proposed non processing area Zoning Pattern
Out of 62,548 acres of proposed PCPIR area only
3,311 acres (5 of total land) is required to be
acquired.
