4Rationale for Selection of Haldia
- Contiguous area of 250 sq km comprising Haldia
Mainland and Nayachar Island under HMA HDA - Brownfield site with current large existing
petroleum, chemical and petrochemical units along
with port and supporting infrastructure - PCPIR to tap hinterland comprising of adjoining
States as well as Bangladesh, Nepal and Bhutan.
Geographical advantage of accessibility by road
and sea to South-East Asia - Existing, stable almost uninhabited Nayachar
island with proximity to Haldia port - Agreements with tenant and developer in place
- Large water front a natural buffer zone for
PCPIR

5Nayachar Island
- Sheltered calm island with flat terrain and well
formed land - Mainly barren island with low habitation and
minimum activities currently - Almost 95 (12,340 acres / 4936 ha ) of current
land area of 13,000 acres / 5200 ha to be
developed excluding 5 for CRZ-I (i) zone - Island, relatively better option than mainland
with regard to safety. Facilities like jetties
can be easily provided - Preliminary studies by various agencies have
confirmed that the island meets basic
requirements for development of a petrochemical
complex
Nayachar
- Captive power plant (2500 MW) to be set up by the
developer using overseas captive coal reserves - High shorefront exposure per unit area
- Composite bridge providing rail and road
connectivity from mainland in due course

7Study on Nayachar Island by Jadavpur Calcutta
University
A Feasibility Study on Nayachar Island for
Industrial Commercial activities has been
prepared by a team of academicians of Jadavpur
Calcutta University Key findings are as follows
- This is a geologically accreting stable
island detached as a point bar from the Haldia
mainland. The projected accretion of the
island during coming 50 years will add an area of
41 sq.km to the Nayachar island considering the
present scenario of hydrologic regime and erosion
of 0.5 sq.km over the same period The load
carrying capacity of the island soil shows that
the industrial structure foundations can be
undertaken at Nayachar sub-soil with ease. The
situation of the island is far away from the
cyclone-prone area of the coastal Sunderban
region. The presence of mangrove species like
Genwa, is indicative of a matured mangrove soil.

Hooghly at Raichak- Kukrahati - Development of a Petrochemical complex at
Nayachar - Development of a Deep Water Port

17Environmental Impact Assessment - EIA
- Preliminary EIA has been carried out by Mott
MacDonald - Baseline Environmental Scenario of the location
studied with possible environment impact of the
proposed PCPIR and its mitigation measures - A Study titled Preparation of an Area-wise
Environmental Quality Management (AQM) plan
for Haldia Planning Area was undertaken by WB
Pollution Control Board along with TERI in 2005.
The recommendations are in process of being
implemented - Approval for Terms Of Reference (TOR) has been
accorded by Environmental Dept GoWB - EIA Consultant has been appointed

Clearance from GOI for WBPCPIR
EIA Approval (as per terms of reference) is
estimated to be completed within 1 year from the
date of GoI approval
19Management Structure
- WBPCPIR area will be notified under West Bengal
Town Country (Planning Development) Act,1979 - GoWB will incorporate the WBPCPIR Development
Authority, a body corporate for planning and
development of the WBPCPIR - WBPCPIR Development Authority will be the
Management Board - GoWB will monitor the role of developer/co-develop
ers anchor tenants as well as promotion of
investments in India and abroad. - WBPCPIR Development Authority will be responsible
for administrative regulatory functions - AHigh- Powered Committee chaired by Chief
Secretary, Government of West Bengal will be
formed through a Resolution of the Government of
West Bengal. This committee will monitor, review
and appraise the functions and performance of the
WBPCPIR on a periodic basis

An Expert Committee has been formed by the State
Government with eminent persons from the field of
Chemicals, Petrochemicals, Oceanography,
Environmental Sciences and Salt Marine Research
for providing advice to GoWB on the proposed
WBPCPIR
