• Will have both 2-star and 3-star UEx HQ
  identical staffs
• Army Forces (ARFOR) headquarters for operational
  tasks
• Employs land forces as part of a Joint,
  Interagency, Multinational force
• Executes offensive, defensive, and stability
  operations in an AO or JOA
• Conducts decisive, shaping, and sustaining
  operations through mission command
• Sequences, supports, and reinforces subordinate
  brigades
• Has full Joint connectivity with liaison
  capability for joint and multinational opns
• Can serve as a Joint Task Force (JTF)
  Headquarters with augmentation

• Functions
• Produce UEx Fires/Effects Support Plan
• Produce and update the fire support estimate and
  annex
• Interface with UEy OFE Director for operational
  targeting coordination
• Manage target nominations from TAC to the UEy
  track the lifecycle of the nomination

PLANNING / ANALYSIS

  the UEx/UEy
• Executes shaping and counterstrike for the
  UEx/UEy
• Conducts detailed planning and targeting
  turns UEx targeting guidance into specific
  targets and a fires/effect support plan
• Develops the sensor plan to support the shaping
  and counterstrike tasks
• Executes attack of TSTs
• Provides C2 for all assigned and attached fires
  / effects assets
• Provides combat assessment and measures of
  effectiveness to UEx
• Supports BCTs with reinforcing close fires,
  radar, AUAV, and counterstrike support
• Supports SBDEs with radar, AUAV/TUAV, and close
  supporting fires
