1TNPP STATUS REPORTPresentation to the
American Plastics Council
- Sheri Blystone, GE
- Robert J. Fensterheim, APERC
- January 23, 2001
2Presentation Overview
- Organizational Issues PMC and TNPP Consortium
- HPV Test Program
- European Union
- Implications of EU Assessment of NP
- EU Assessment of TNPP
- Information Needs
3Organizational Issues
North American TNPP producers (later joined by
European producers) formed consortium committed
to address TNPP as part of the US HPV Challenge
Program. TNPP Consortium of APERC formed in
2001 to address EU risk assessment and other
relevant in early global risk assessments (e.g.,
OECD)
4HPV Test Program
5Robust Summary/Test Plan
SIDS Endpoint with adequate existing data
Vapor Pressure Acute Toxicity to Fish, Aquatic
Plants Aquatic Invertebrates and, Acute and
Repeat Dose Toxicity Endpoint still to be
addressed Melting Boiling Point Partition
Coefficient Water Solubility Photodegradation
Stability in Water Transport/Distribution
Biodegradation Genetic Toxicity in vivo in
vitro and, Reproductive and Developmental
Toxicity
6Status of Activities
Robust Summaries developed and submitted Test
Plan developed and submitted Testing completed
on most endpoints, remainder should be completed
by end of year
7- EU Assessment of
- NP and TNPP
8EU Assessment of NP
- EU Risk Assessment and Reduction Strategy for NP
- Includes restrictions on some uses of NP/NPE
- Will not impact TNPP
- EU concluded that there are no NP concerns
- regarding the production and use of TNPP
9EU Assessment of TNPP
- TNPP Added to 4th Priority List France Rappateur
- Alkylphenols Ethoxylates Research Council lead
industry organization
10TNPP Information Needs for Risk Assess
- Health and Environmental Effects
- - Existing and New Studies
- Occupational Exposure
- - Provide description of operations to document
limited exposure - Environmental Release
- - France requested information based on OECD
Emissions Scenarios Document (ESD) - ESD is to cover lifecycle of the substance
- ESDs are used to estimate local as well as
regional exposure concentrations
11Interaction with France
- Met with France on two occasions
- Submitted robust summaries and available studies
- Respond to questions and issues raised regarding
the toxicology - Established relationship and survey with APME
12TNPP Survey
- Survey developed and distributed by APME
- Information sought on
- Imports and exports
- Identification of use categories and quantities
- Occupational exposure
- Environmental Release
13Cooperative Opportunity b/w APC and TNPP
Consortium
- Develop accurate and positive characterization of
the use of TNPP, including human exposure and
environmental release - Dispel concerns about TNPP
- Promote the use at appropriate industry and
governmental forums
