The Birth of EU
  • Reflective mentality The historical roots of the
    European Union lie in the Second World War. The
    idea was born because Europeans were determined
    to prevent such killing and destruction ever
    happening again.
  • From 6 to 25 In the early years, the cooperation
    was between six countries and mainly about trade
    and the economy. Now the EU embraces 25 countries
    and 450 million people, and it deals with a wide
    range of issues of direct importance for our
    everyday life.

Three Communities
  • European Coal and Steel Community (ECSC) in Paris
    in April, 1951. It was the prototype of the
    European Union.
  • In 1957, six countries also signed Treaty of
    Establishing European Atomic Energy Community
    (EAEC) and Treaty of Establishing European
    Economic Community (EEC).

The European Commission Promoting the common
interest
  • It is independent of national governments.
  • It drafts proposals for new European laws and
    budgets.
  • The Commission consists of 25 women and men one
    from each EU country. They are assisted by about
    24 000 civil servants, most of whom work in
    Brussels.
  • The President of the Commission is chosen by EU
    governments and endorsed by the European

The Council of the European Union Voice of the
Member States
  • It is responsible for passing laws and taking
    policy decisions.
  • The Council consists of ministers from the
    national governments of all the EU countries.
  • Each country has a number of votes in the Council
    broadly reflecting the size of their population,
    but weighted in favor of smaller countries.

The European Parliament Voice of the people
  • The European Parliament is elected every five
    years by the people of Europe to represent their
    interests.
  • The present parliament, elected in June 2004, has
    732 members from all 25 EU countries. Nearly one
    third of them (222) are women.
  • The main job of Parliament is to pass European
    laws. Parliament and Council also share joint
    responsibility for approving the EUs 100
    billion annual budget.

The Court of Justice The rule of law
  • The job of the Court of Justice is to make sure
    that EU law is interpreted and applied in the
    same way in all EU countries.
  • The Court is located in Luxembourg and has one
    judge from each member country.

Enlargement three prerequisites
  • a political criterion candidate countries must
    have stable institutions guaranteeing democracy,
    the rule of law, human rights and respect for and
    protection of minorities.
  • an economic criterion candidate countries must
    have a functioning market economy and be able to
    cope with competitive pressure and market forces
    within the Union.
  • The criterion of being able to take on the
    obligations of EU membership, including adherence
    to the aims of political, economic and monetary
    union. This means candidate countries must adopt
    the entire body of EU law known as the acquis
    communautaire.

EU-China economic relations
  • Since 1978, EU-China trade has increased more
    than 60-fold and reached around 210 billion in
    2005 (Eurostat).
  • In 2005 China remained the EU 2nd biggest trading
    partner (after the US) and, according to China's
    statistics, the EU is Chinas first trading
    partner (ahead of the US and Japan).
  • China is the second largest beneficiary out of
    180 of the EU's Generalized System of Preferences
    (GSP) scheme.

EU-Taiwan Relations
  • Taiwan is the fourth-largest trading partner of
    Europe in Asia, with the Asian region rapidly
    growing in economic strength.
  • Trade between the EU and Taiwan has increased
    almost sevenfold in the past two decades. Taiwan
    is the EU's fourth largest trading partner in
    Asia and fourteenth largest trading partner in
    the world with a total trade volume of more than
    32 billion. The EU was Taiwan's fourth largest
    market (after USA, Japan and Hong Kong).
  • Visas issued both ways to short-term visitors are
    also on the increase, with a record-high 300.000
    Taiwanese travellers to the EU in 2005.

EU's Taiwan policy
  • The EU follows a one-China' policy. However, it
    recognizes Taiwan as an economic and commercial
    entity, and has solid relations with Taiwan in
    non-political areas, such as economic relations,
    science, education and culture.
  • In March 2003 the European Economic and Trade
    Office (EETO) was opened in Taipei and is headed
    by Mr. Brian McDonald. It was officially
    inaugurated in July 2003 on the occasion of
    yearly consultations between EU and Taiwanese
    officials.
  • The business interests of European companies have
    been championed by the European Chamber of
    Commerce Taipei (ECCT) since its founding in
    1988.

Taiwan trade by Member States of the European
Union
  • Germany has been Taiwans first European trade
    partner for several years.
  • The most impressive annual growth rates in
    bilateral trade with Taiwan came in 2005 from new
    members of the EU such as Slovakia (more than
    doubled bilateral trade at 230 million Euros),
    Hungary or Poland (both with an almost 50
    increase in bilateral trade at more than 500
    million USD each). This was mainly driven by
    Taiwanese exports to these new members, which are
    now fully integrated in the EUs single market
