Title: SUSTAINABLE INFRASTRUCTURE

1
SUSTAINABLE INFRASTRUCTURE
  • December 2008

2
Sustainable Infrastructure
  • Sustainability of Infrastructure is about
    correct design (including cost recovery
affordability) and maintenance over the life of
    the infrastructure
  • Consideration Given To
  • Roads
  • Sewage Network and Treatment
  • Water Purification and Network
  • Storm Water
  • Electrical Reticulation

3
Roads
  • Road design is based on geometrical and pavement
    design
  • Geometrical design is set for the lifetime of the
    road
  • Pavement design incorporates certain maintenance
actions along the life of the road structure
  • For pavement design roads are divided into four
    categories
  • Category (A)- Road Class 1,2 Freeway Major
    Arterial
  • Category (B)- Road Class 3,4 Minor arterials
    and collectors
  • Category (C)- Road Calls 5(a), 5(b) Residential
    access collectors and car parks
  • Category (D) Road Class 5(b), 5(f)- Local
    access roads, loops, cul-de-sac etc

4
Roads
  • Category A Maintenance
  • Lower capital cost with structural design for 20
    years
  • Resurfacing at 12 years
  • Structural rehabilitation at 20 years
  • Resurfacing at 26 years
  • Higher capital cost with structural design for 30
    years
  • Resurfacing at 8, 16, 23 years

5
Roads
  • Category B Maintenance
  • Structural design for 20 years
  • Resurfacing at 12 years
  • Structural rehabilitation at 20 years
  • Resurfacing at 26 years
  • Category C Maintenance
  • Structural design for 20 years
  • Resurfacing with overlay 10 years and patch
    repair as and when required
  • Category D
  • Resurface and patch repair 12 years

6
Sewage Network and Treatment
  • Sewage Treatment
  • Design is based on per capita usage
  • Design should be modular
  • Design treatment works for regular maintenance of
plant without have to shut plant down
  • Maintenance schedules should be documented (e.g.
    daily maintenance, monthly, annual etc)
  • Maintenance staff should be well trained
  • Full compliment of maintenance staff required
    (electrical, fitters, welders, foreman etc)
  • Fully stocked maintenance store required

7
Sewage Network and Treatment
  • Sewage Network
  • Design is based on per capita usage
  • Network should be designed for ease of access
  • Maintenance schedules should be documented (e.g.
    daily maintenance, monthly, annual etc)
  • Maintenance staff should be well trained
  • Full compliment of maintenance staff required
    (electrical, fitters, welders, foreman etc)
  • Fully stocked maintenance store required

8
Water Reticulation and Purification
  • Reticulation
  • Water a scarce commodity
  • Need for meters to measure consumption and
    leakage
  • Water reticulation is pressurized
  • Maintenance of network to minimize leaks,
  • Maintenance of pressure valves etc
  • Maintenance schedules should be documented (e.g.
    daily maintenance, monthly, annual etc)
  • Maintenance staff should be well trained
  • Full compliment of maintenance staff required
    (electrical, fitters, welders, foreman etc)
  • Fully stocked maintenance store required

9
Water Reticulation and Purification
  • Purification
  • Purification plants designed per capita demand
  • Maintenance schedules should be documented (e.g.
    daily maintenance, monthly, annual etc)
  • Maintenance staff should be well trained
  • Full compliment of maintenance staff required
    (electrical, fitters, welders, foreman etc)
  • Fully stocked maintenance store required

10
Storm Water Drainage
  • Design influenced by catchment factors, slope
runoff surface, predicted storm size and
    frequency
  • Maintenance often over looked however schedules
should be documented (e.g. daily maintenance,
    monthly, annual etc)
  • Maintenance staff should be well trained
  • Full compliment of maintenance staff required
    (electrical, fitters, welders, foreman etc)

11
Electrical Reticulation
  • Maintenance schedules should be documented (e.g.
    daily maintenance, monthly, annual etc)
  • Replacement of cables, transformers and
switchgear required and frequency needs to be
    determined
  • Maintenance staff should be well trained
  • Full compliment of maintenance staff required
    (electrical, fitters, welders, foreman etc)

12
Maintenance Planning
  • All services require maintenance plans that
    detail
  • Item to be maintained
  • Frequency of maintenance
  • Shut down/isolation procedures
  • Stock required in stores
  • Communication with stakeholders
  • Staff compliment and plant required
  • Authorization sequence
  • Cost of maintenance program for each item
