More Deficits, More Tax Cuts, But More Defense
and Homeland Security
  • 1.5 trillion in tax cuts over the next decade
    (larger than 1.35 trillion 2001 tax cuts)
  • Record budget deficits, with no return to
    surpluses in sight
  • Budget doesnt include costs of war with Iraq
  • 400 million over 10 years for Medicare drug
    benefits
  • Proposed increases for defense and homeland
    security
  • Restraint for domestic discretionary spending

RD in the FY 2004 Budget
  • FY 2003 budget finished last Thursday (finally)
  • 117 bil. for RD in FY 03, up 4.4 to 122
    bil. in 04
  • Large proposed increases for DOD development and
    homeland security RD
  • Modest increases for basic and applied research
    (1.3)
  • NIH budget growth slows to 2.7 percent
  • NSF request falls 900 million short of
    doubling track
  • Flat (NASA, DOE Office of Science) to declining
    (DOD research, Commerce) for most other RD
    programs

  • 7.0 billion investment in FY 02, small
    increases in 03 and 04
  • DOD, DOE, NASA, and NSF are major sponsors
  • For universities, NIH is also a major funding
    source

Dept. of Homeland Security
  • DHS began operations last month, but will take
    years to become fully operational
  • 669 million in RD in FY 03, proposed to climb
    50 percent to 1.0 billion in FY 04
  • In 03, mostly transfers of existing DOD, DOE,
    DOT, and USDA programs
  • Bioterrorism RD portfolio stays in NIH DHS will
    have priority-setting role
  • New Homeland Security Advanced Research Projects
    Agency (HSARPA) will be created in DHS on the
    DARPA model funding priorities and levels
    unclear

National Security Research
  • DOD basic (6.1)_and applied (6.2) research
    proposed 5.0 billion in FY 04
  • -13 cut from FY 03 funding level
  • DOD increases would go to development
  • Proposed shift of 6.1 funds from OSD back to
    the services
  • Proposed shifts from intramural research to
    universities and other extramural performers
  • DARPA 2.7 bil (03) to 3.0 bil. (04), up 10
  • DOE defense RD would rise 8

Other FY 04 RD Highlights
  • NIH Doubling plan (almost) complete in FY
    03, FY 04 budget of 27.9 bil. would slow
    growth down to 2.7, mostly for bioterrorism
    research
  • NSF Doubling authorized in December, 12
    increase in 03 may be first step, but growth
    slows to 3 in 04
  • DOE Office of Science funding flat for four
    years (01-04) at 3.1 bil. RD, continuing
    increases for defense-related RD, mostly in the
    national labs
  • NASA Budget in flux because of Shuttle
    disaster, but declines in Space Station and
    aeronautics offset by large increase in Space
    Science and new launch technologies
