LEVEL 1 - INTERNAL AND LOCAL EVALUATION OF
FUNDED PROJECTS
To know if individual projects have achieved
their objectives
Overall aim
  • To build capacity amongst projects
  • to learn, improve and share knowledge
  • To improve the effectiveness of the service
  • offered to clients
  • To ensure that funds have been used appropriately
  • To provide data for the Level 2 3 evaluation
    activities
  • To inform DATs and local partners about the
    impact of
  • the interventions

Why were doing it
  • Programme manager evaluation support worker
    will
  • issue guidance to projects on basic information
    required for evaluation
  • purposes and a template for collecting simple
    monitoring information
  • ensure that projects are notified of
    opportunities to attend
  • evaluation training receive relevant evaluation
    resources
  • meet regularly with funded projects to provide an
    opportunity for projects to reflect
  • on those activities that underpin evaluation,
    such as setting SMART objectives, establishing
  • structured data collection systems and setting up
    clear project management and planning processes.

To identify effective approaches that improve
outcomes for young people affected by drug
misuse
LEVEL 2 EXTERNAL EVALATION ACROSS FUNDED
PROJECTS
Overall aim
  • to generate information about what
  • works in reducing drug related harm to
  • children and young people for dissemination
  • to policy makers and practitioners
  • to identify factors associated with effective
    services
  • and methods of intervention for application in
    different geographical areas and with different
    communities of interest

Why were doing it
  • The Effective Interventions Unit Drug Research
  • Programme will commission an external evaluation
    of projects across
  • the PDI programme focussing on family therapy,
    counselling/intensive support
  • and prevention/diversion approaches.
  • The evaluation team will
  • Generate a broad set of information across
    projects by analysing
  • existing monitoring information and visiting
    projects. This will provide an overview of the
  • range of approaches adopted and identify
    important differences or innovations.
  • Conduct a case study evaluation of 3-4 projects
    to look at process and outcome
  • issues. The process evaluation will look at
    project planning and implementation, client
    recruitment and retention, partnership working,
    user involvement and staff skills. The outcome
    evaluation will look at measuring the progress of
    clients using client records, assessment
    information and interviews.

LEVEL 3 PROGRAMME LEVEL EVALUATION
To assess the overall impact of the Initiative
Overall aim
  • to inform funding partners about
  • the impact of their investment
  • to inform and shape future
  • development of the programme
  • to assess the effectiveness of the funding
  • partnership in fulfilling their objectives
  • to identify outcomes beyond the internal
  • objectives set by funded projects
  • to identify factors associated with developing
    successful projects to inform future support for
    applicant organisations

Why were doing it
  • The programme manager (and other resources to be
    identified) will
  • Pull together findings from levels 1 2 of the
    evaluation and supplement
  • this with interviews with key stakeholders such
    as the Scottish Executive,
  • the Trustees and Atlantic Philanthropies. Write
    up the findings in reports
  • and published papers.
  • Liaise with Glasgow University research into the
    Standard Grant Scheme to
  • compare the profile of the PDI organisations with
    other applicant organisations.
  • Develop a dissemination strategy for the
    programme to inform all stakeholders
  • about the key findings from the PDI. This will
    include briefing papers, final report, events and
    online information.
