Purpose To outline basic explosives safety
requirements, discuss responsibilities and the
way ahead.

Site Plans
- Required for permanent or repeated use locations
- Submitted in two phases by user organization
- Phase 1, requests for approval before funds are
committed - Phase 2, final request gains approval of
construction specs - Prepared by operating units Safety Officer
- Garrison Safety Manager or Safety Director
supporting the location reviews/coordinates - USAREUR Safety reviews the plan for final
coordination - Plans submitted through USADACS to DDESB

Explosives Licensing
- Lists area, locations, limits and separation
factors - Prepared by operating units Safety Officer
- Technical assistance provided by the Quality
Assurance Specialist, Ammunition Surveillance
(QASAS) - Issued for explosives facilities/locations (perm
temp) - Licenses are forwarded to Garrison Safety
Manager or Safety Director servicing the site - Certifies and date license
- Licenses will be reviewed annually for
compliance - Check for compliance, encroachment

Arms Rooms
- Limited amounts of ammunition near inhabited
buildings - Based on operational necessity
- Hazard Division (HD) 1.4 and 100 pounds HD 1.3
- HD 1.2 (50 pounds) with fragmentation barriers
- Units conduct a risk assessment prior to storage
- License must specify location, amount and type
of ammunition to be stored - Arms room personnel will be briefed on the risk
assessment - Reviewed annually and documented
