4Principles
- Every American ought to be assured accessible,
affordable, convenient, reliable and safe
transportation to the local destinations of his
or her choice, without regard to disability, age,
or economic status. For all Americans, investment
in public transportation infrastructure and its
operations is a sound investment for our country. - The Federal Government Should be a Guarantor
of Mobility for All Americans because freedom is
defined by mobility.
5- The next reauthorization must
- Create a basic investment strategy to expand
access and create a basic mobility
infrastructure. -
- Provide greater flexibility and create a
partnership between the mobility community and
the government to achieve higher levels of
service and quality. - Empower local transit providers to make
decisions that best serve their communities and
customers. - Provide opportunities for job growth, economic
development, environmental improvements, an end
to isolation, and surface transportation
integration. - Enhance connectivity between urban and rural
transit systems by building intercity bus
and rail services. - Expand the ability of all Americans
including seniors and people with disabilities
to use all forms of public transportation.

investment. - Bring major federal investments in surface
transportation together to create an easier
integration and coordination strategy at the
state and local level. - Recognize that linking mobility is the future
path for consumers regardless of the origin of
their trips
9Rationalizing Surface Mobility
10Three Operations and Six Programs
11Rural
- Operating Operating will be based on the
current program as defined in the 5311 statute
adding items currently listed as Administration
into allowable Operating costs. All local share
allocations will change from 50/50 t0 80/20. - Capital All Capital Costs will be based on the
current definitions in the 5311 statute. All
local share will be waived for alternative fuels,
meeting or exceeding ADA compliance and clean air
act compliance. All others will remain 80/20 or
under current statute.
12Urban
- Operating Operating for all urban systems
regardless of size will be based on the current
definition in the existing 5311 statutes
including cost categories added from
Administration included in the rural program,
including paratransit costs. All local share
allocations will change from 50/50 t0 80/20. - Capital All Capital Costs will be based on the
current definitions in the 5307 statutes. All
local share will be waived for alternative fuels,
meeting or exceeding ADA compliance and clean air
act compliance. All others will remain 80/20.
13Intercity
- Operating Operating for bus services will be
based on the current program as defined in the
5311 statutes adding items currently listed as
Administration into allowable Operating costs.
All local share allocations will change from
50/50 t0 80/20. Operating for rail service will
be consistent with the current operational
definitions used by AMTRAK - Capital All Capital Costs for bus services will
be based on the current definitions in the 5311
statute. All local share will be waived for
alternative fuels, meeting or exceeding ADA
compliance and clean air act compliance. All
others will remain 80/20. Capital Costs for rail
service will be consistent with the definitions
used by AMTRAK.
