- Proposed a national bank.
- Funded by the federal govt and wealthy private
investors (to keep wealthy investors involved in
the countrys welfare).
- Many people didnt like this idea.
- James Madison thought it make an unhealthy
alliance between government and wealthy
businesses.

- Many said that because the Constitution didnt
say a bank could be created, it would be
unconstitutional to do so.
- Strict interpretation if it doesnt say you
can, then you cant
- Loose interpretation if it doesnt say you
cant, then you can

- Hamilton and Jeffersons differences became so
big, that political parties developed around
them.
- Federalists supported Hamilton (and his plans for
a strong central government).
- Republicans supported Jefferson (and his plans
for strong state governments).
No connection to todays Republicans. This is
actually the birth of the Democratic party we
know today.

The Great rule of conduct for us, in regard to
foreign Nations is in extending our commercial
relations to have with them as little political
connection as possible. So far as we have already
formed engagements let them be fulfilled, with
perfect good faith. Here let us stop
Taking care always to keep ourselveson a respec
tably defensive posture, we may safely trust to
temporary alliances for extraordinary
emergencies.
