Title: RECENT PROGRESS IN KOREAS PARTICIPATION IN ISO

1
RECENT PROGRESS IN KOREAS PARTICIPATION IN
ISO IEC2002.6
  • Korean Agency for Technology and Standards
  • Ministry of Commerce, Industry and Energy

2
Brief standardization history
  • 1961 Industrial Standardization Act, Standards
    Bureau
  • 1962 KS Mark Approval system
  • 1963 became members of ISO and IEC
  • Supported Koreas rapid industrialization after
    the 60s

3
Situation until the early 90s
  • Lack of public awareness
  • standards- only SDOs responsibility
  • Industry interested only in the results
  • reluctant to send experts to meetings
  • standards were not their first agenda
  • due to insufficient design capability
  • Government supports were not effective
  • ineffective legislation, not-so-strong manpower,
    and insufficient budget

4
Results
  • In the 90s, Koreas economy has grown to 11th
largest in the world in terms of international
    trade, but
  • Participation in ISO and IEC did not match the
    size of national economy
  • Volume of membership due 14th or 16th
  • Number of P memberships 36th
  • Number of Secretariat 0 in ISO, 1 in IEC
  • Standards proposal almost nil

5
Development in the late 90s
  • Increased interest in standards contributed to
    remarkable growth
  • TC/SC P-members 419 in ISO, 109 in IEC
  • 10th in ISO, 18th in IEC
  • TC/SC Secretariat 5 in ISO, 2 in IEC
  • TC/SC Chairmanship 2 (in IT and Shipbuilding)
  • Standards proposals 8 in 2001 (total 15)
  • Meeting attendance by 880 experts in 2001

6
Reasons behind the progress
  • Globalization of national economy
  • barriers from different standards became obvious
  • Recognition of importance of standards
  • by industry and government
  • Restructuring of economies
  • some industry began to develop their own
    technologies/designs
  • Whole environments became favorable

7
Industrys response in the 90s
  • Awakening especially in ICT industry
  • mobile telecommunication
  • cellular phones, switching services
  • new products based on international standards
  • DVDP, MP3
  • internet based services
  • ADSL, internet broadcasting

Leading industries recognition have changed
  • In the 80s patents are important
  • In the 90s standards can bring us market
  • CDMA based mobile communication
  • Patent royalty income from MPEG-2 standards

10
Industries response
  • Special task force for standardization
  • to facilitate internal coordination
  • Pro-active participation in standardization
  • standards proposals, participation in meetings,
    chair/secretariats

11
Governments response
  • Legislation
  • National Standards Act - est. in Feb.1999
  • National Standards Plan- submitted in Feb. 2000
  • Organization

    fields
  • SME and consumer participation
  • Language barrier
  • technical experts with good command of English is
    a rarity
  • Inefficient use of available resources
  • Outputs from standards RD are not fully exploited
