Urgency for trade union action
  • Next meeting of UNFCCC will discuss Kyoto 2
    commitments are going to be more ambitious and
    more countries affected by commitments
  • At international level. For the first time trade
    unions have the possibility to influence
    outcomes ITUC is asking for dialogue decision
    making spaces under the next agreement
  • TU role is bringing social justice and solidarity
    into the debate

Freshwater availability will be seriously
compromised in mid-latitudes and semi-arid
latitudes, and hundred of millions people will be
exposed to increased water stress (IPCC, 2007).
The suffering infrastructures will be damaged
or disappear. The most vulnerable the poorest.
Adapting water systems to climate change will
have to covered by public funds. Adapting water
systems to climate change will be more difficult
under privatized systems.

  • How can we adapt?
  •  Improve water resources management, including
    food risk and drought control.
  • Integrate climate change considerations into
    spatial and water resources planning.
  • Improve understanding on impacts and raise
    awareness, including by engaging with water
    utilities, water workers and water users.

  •  Integrate water resources management with other
    national policies and sectors, especially
    land-use, urban planning, energy and tourism.
  • Enhance flood plain areas of rivers and designate
    certain rural areas especially for storage of
    freshwater surpluses, or establish underground
    rainwater harvesting.
  • How much it will cost?
  • UNFCCC 11 billion USD (80 in developing
    countries)

Waste management generates carbon dioxide and
methane. The treatment and disposal of these
wastes has a direct influence on the emissions of
these greenhouse gases. Waste incineration
generates Co2 and Nitrous Oxide. Landfilling
waste generates Methane.

  • What can be done to reduce these emissions?
  •  - Recycle and reduce waste
  • - Compost organic waste
  • - Control waste water treatment
  • - Recover methane from landfills
  • Recover energy from waste incineration
  • How much it will cost?
  • In order to capture methane from landfills and
    improve wastewater treatment, investment in waste
    management will need to be at least USD 0.9
    billion, about 67 in developing countries.

  • What can be done to reduce emissions?
  • To improve supply and distribution efficiency (ie
    avoiding losses in transmission)
  • To switch fuels from coal to gas (coal combustion
    emits 974 kg of CO2/MWh, gas emits almost a half
    469 kg of CO2/MWh)
  • To expand renewable heat and power capacities,
    such as hydropower, solar, wind, geothermal and
    bioenergy
  •  Other technologies could enhance mitigation in
    the energy supply side. These are carbon capture
    and storage for gas, biomass and coal-fired
    electricity generating facilities advanced
    nuclear power advanced renewable energy,
    including tidal and waves energy, concentrating
    solar, and solar PV. (IPCC, 2007)

What that will means for workforce? Measures
taken in the energy supply sector directly
concern industries such as power and heat
production and distribution. This highlights
the need for clearly assess social impacts of
these measures, such as on employment, on local
development, etc. Changes in energy supply
also affect other sectors (ie energy-intensive
industries). Unions need information on
employment for anticipating and adapting (ETUC
study).

  • What much it will cost?
  • - In the energy sector, the study calculates that
    35 of annual investments will need to shift to
    climate-friendly technologies
  • (67 billion USD access excluded)
  • - 55 of this investment needs to be undertaken
    in developing countries.
  • It suggests that the investment will be made by
    public utilities or regulated private utilities,
    and domestically funded.
  • - Reduction by 10 on annual investment on fossil
    fuel supply.
