  support, develop and promote opportunities for
  self directed support
• We will consider what we think the opportunities
  and concerns are for people and families

The Government is driving the shift to a
personalised social care system
move from a system where people have to take
what is offered to one where people have greater
control over identifying the type of support or
help they want and more choice about and
influence over the services on offer Independence,
Wellbeing and Choice 2005 following the White
Paper earlier this year, the development of
social care policy is a crucial part of our
programme. We have committed ourselves to a
personalised social care service that fosters
independence and dignity. In particular we want
to see the further implementation of individual
budgets and direct payments. Letter from Prime

What is self directed support?

• is achieved when people who require assistance
  from public services co-design and exercise
  significant control over those supports often via
  control over the available funding
• ?personalises support to individuals thus
  improving outcomes and enhancing
  self-determination

Self Directed Support..

• ?aims to deliver better outcomes within existing
  resources
• ?requires changes to systems for the allocation,
  control and use of public resources complemented
  by the development of alternative sources of
  assistance, supportive technologies and changes
  to professional practice

Self Directed Support

• ?offers a vehicle for major system change in
  support of current policy objectives but will
  offer a significant contribution to other
  improvement goals.
• ?is rooted in concepts of what it means to be a
  citizen - work to enhance individual control over
  service supports complements work to improve
  access to the resources of mainstream and
  community organisations and institutions (e.g. to
  housing and employment). It is also complemented
  by other system development work (e.g. strategic
  commissioning).

• Personally I have had a great mistrust of social
  services, my goal is to be as independent as
  possible. I found the whole experience fulfilling
  the people I thought were in control were
  suddenly with me. There was less of a feeling of
  them and us, this time it was like we are in it
  together.
• Individual Budgets let me think about my quality
  of life and not just about personal care, it let
  me think about my life as a whole, something I
  never allowed myself, it was too
  depressing. Direct Payments made life easier.
  Individual Budgets have allowed me to be totally
  part of life itself.

• 90 local authority partners 20 going for total
  transformation

The Individual Budgets Pilots

• 13 Local Authorities are testing out a new way of
  allocating money for peoples support which is
  clear and open
• Streamline the assessment process across
  agencies, meaning less time spent giving
  information
• Bring together a variety of streams of support
  and/or funding, from more than one agency.
• Give people the ability to use the budget in a
  way that best suits their own particular
  requirements
• Allow support from a broker or advocate, family
  or friends, as the person desires
• Be delivered within Local Authorities existing
  resource envelope it shouldnt cost more
  money!

The Individual Budgets Pilots

• The pilot projects are testing the inclusion of a
  range of income streams
• Council-provided social care services
• Independent Living Fund
• Supporting People
• Disabled Facilities Grant
• Integrated Community Equipment Services
• Access to Work
• The pilots cover people with a range of support
  needs, including older people, people with
  physical disabilities and people with mental
  health problems

The Individual Budgets Pilots

• Projects started in January 2006 with 3 early
  implementer sites
• Will run to December 2007
• IBSEN Evaluation
• Implementation support from CSIP
• Cross Government programme Department of
  Health, Department of Work and Pensions, ILF,
  Department for Communities and Local Government,
  Office for Disability Issues.

  personalisation of services is going to be the
  key component of a modern social care system. I
  don't want there being any ambiguity or doubt
  about that.
