Using myProject to Manage Risk
  • ProCom agreed in principle to mandate the use of
    a single IEEE-SA database for managing
    participant data affiliation, interest areas,
    signoffs
  • myProject is just one access tool to that
    database
  • Staff to further explore the interaction between
    the BMS system and myProject
  • Ad hoc formed to address integration David Law,
    Howard Wolfman, Geoff Thompson, Dave Ringle,
    Christina Sahr

Stabilized Standards
  • Stabilized Stds Ad-hoc work Chaired by Bob Davis
    is complete
  • Recommended Changes in Bylaws and OpsMan
  • ProCom approved Bylaws changes
  • ProCom agreed with most proposed OpsMan changes -
    rewording of section 5.9 needed.
  • Plan is to submit both to the SASB in Dec

Fixing the Reaffirmation Process
  • Geoff Thompson proposed a 2-step process for the
    reaffirmation process to add more rigor
  • ProCom agreed in principle with the proposed
    process
  • The Ad-hoc will target Dec for completion and
    presentation to the SASB
  • If approved, implementation will take 12 months.

Appeals Process
  • The Appeals Process Ad-hoc Chaired by Malcolm
    Thaden has completed its work on defining the
    process
  • ProCom recommends approval of all proposed
    changes to the Bylaws and OpsMan
  • These PP changes will be email balloted

Bylaws Change in Entity Process
  • Removed the IEEE membership requirement for
    Chairs (must still be IEEE-SA member entity)
  • Rationale - disciplinary action now possible
    through IEEE-SA PPs
  • This PP change will be email balloted

Concentration Banking
  • This PP change will mandate IEEE concentration
    banking as the only banking method for standards
    developers with bank accounts
  • ProCom accepted in principle some terminology
    changes needed
  • Target Dec meeting for SASB balloting

Adding Reaffirmation Balloter Names to Front
Matter
  • Input from participant on reaffirmation ballot
    requesting that the names of the reaffirmation
    balloters be published in the reaffirmed
    standard.
  • The outcome of ProCom discussion is that the
    present process appears to be appropriate. Leave
    as-is.

Added Threatened Litigation to OpsMan
  • Text change in 5.3.10.2 -
  • The status or substance of ongoing or
    threatened litigation
  • Change will provide consistency with OpsMan and
    current Patent Policy slides
  • The PP changes will be balloted via email

Disclosure of Affiliation FAQ
  • Bob Grow pointed out some additional FAQ needs
  • The Ad-hoc chaired by Bob will be reformed to
    address

FAQ additions?
  • Q What is the Chairs responsibility for
    validating declarations of affiliation?
  • A None. Declarations may be questioned as
    during an investigation of possible dominance. A
    faithful and complete declaration of affiliation
    by participants is required by the rules of
    IEEE-SA and expected under the IEEE Code of
    Ethics.
  • Q Is there any exception for publishing declared
    affiliations in the minutes?
  • A If a declaration is obscene, defamatory to an
    individual or group or otherwise through
    publication would be likely to be injurious to
    IEEE, the issue of publishing the declaration
    should be escalated to the Sponsor.
