- Last SASB meeting series was held on 5-6 December
2006 - Year to date (as of December meeting)
- RevCom recommended approval of

- Allegations of dominance in DASC steering
committee and working groups - DASC chair attended the December SASB meeting to
discuss the issue - A plan to address the issues was reviewed
- Regular reports will be reviewed by the SASB
throughout the year

- IEEE 802 - 802.20
- Work of the 802.20 working group was suspended in
June 07 - Officers were removed
- Working Group ballot group was disbanded
- Arnie Greenspan appointed as interim 802.20 chair
- New declaration of affiliations were requested of
all working group members - Existing documents remain available for working
group consideration
6IEEE 802.20IEEE 802 EC Involvement
- An 802 EC Oversight Committee has been created
and will work with the SASB Oversight Committee - Requests for Declarations of Affiliation were
issued to members of IEEE 802.20 - The IEEE 802 EC performed interviews of several
IEEE 802.20 members during the meeting week - The IEEE 802 OC is considering what, if any,
further actions should be taken

8- Declarations of Affiliation
- The SASB OC understands that the EC OC conducted
interviews of several individuals at the 802.20
meetings held in Dallas during the week of 13
November and is considering taking additional
steps including - Removing the voting rights of some 802.20 members
- Continuing its investigation of some of those
individuals interviewed - Interviewing additional individuals
- The SASB OC encourages and will support an EC OC
decision to remove voting rights as appropriate
in cases of materially inaccurate or misleading
declarations of affiliation. Further, the SASB
OC directs the EC OC to provide the names and
criteria used in making any such decisions and
obtain approval of the SASB OC prior to the
communication of those decisions. The SASB OC
also recommends caution in any public statements
that are made about the individuals involved.
Any such statements must be approved by counsel
prior to release.
9IEEE 802.20November 06 Meeting
- Two strong camps remain
- The participants are still not listening to one
another they remain very entrenched in their
positions - Arnie is working with the 802 OC to develop a
strategy for helping the working group to
progress its work
10IEEE 802.20January 07 Meeting
- No quorum at this meeting
- The participants were more cooperative some
remain very entrenched in their positions - All documents were reviewed
- The existing technical draft document serve as
the basis for moving forward with new technical
submittals (partial or whole) due by the March
07 plenary meeting
11IEEE 802.20March 07 Meeting
- The meeting was well managed and progressed
efficiently - All recommendations from the January interim
meeting were approved - Three technology proposals were presented at this
meeting (Samsung, Motorola, LGE, Qualcomm) - Portions of each of these proposals were
integrated into the base draft document - The plan is to do a review and comment phase as a
next step
12IEEE 802.20Additional Steps
- Further steps are being considered including
- Declaring voting blocks
- Imposing penalties for false declarations of
affiliation - Action, if any, on the directive of the appeals
panel (Mollenauer et al) will be postponed until
at least July to allow the completion of the
current technology submittal process

- A meeting of standards leaders from several key
companies was held at the Motorola facility in
Schaumburg, IL - All participants agreed that the corporate
involvement in the individual model of standards
development within the IEEE was causing problems - There were several recommendations on possible
approaches to addressing this problem - A follow-up meeting is being planned for late
January 2007

- A follow-up meeting of standards leaders from
several key companies was held at the Qualcomm
facility in Washington, D.C. - Reviewed and discussed the transparency/dominance
issues that were addressed in 2006 - Meeting theme What can the IEEE do to avoid
situations of dominance? - Several ideas were discussed including training
of chairs and more disciplined project
management. - No follow-up meeting was scheduled
15Appeals
- An appeal of an 802 Executive Committee appeal
panels ruling requiring 802.20 to reaffirm the
decision to shorten the technology submittal
period to 30 days was heard on Tuesday, 5
December 2006 - The appeal panel found in favor of the appellee
(upheld the 802 Executive Committee appeal
panels decision)
16Appeals
- The four appeals challenging the September
Standards Boards actions in regard to 802.20 were
heard by the BoG appeal panel on 28 February 2007 - The appeal panel report is due by 28 March 2007

- Represented the Standards Board at the 9 January
2007 IEEE president and president-elect standards
orientation hosted by NIST

- Several members of the Standards Association
participated in a China visit in March. The
