    quantity determination

  • IMs COs use database to ID QAR POC

  • DESC-M Then Distributes Copies of Contracts,
    Mods Orders Directly to Individual QARs

    LIN Procurement Requirements
  • Why?
  • Wanted DESC QAR support for ABO (its a life
    support item!)
  • Hoped to achieve savings via aggregating
    requirements
  • Sept 2004 DESC-DO issued ltr Proposing DESC
    Serve as AF Local Purchase Agent for ABO LIN
  • DSCR retains IMM for these products
  • Jan 2005 DESC-M Hosted Industry Forum Day
  • DESC-M Strategy is to Implement Incrementally
  • Feb 2005 Initial RFP for South East Region Issued

  • ABO Procured IAW MIL-PRF-27210
  • Specification requires preproduction sample and
    periodic 45-day samples be submitted to USG Lab
  • LIN Procured IAW A-A-59503
  • Sometimes IAW MIL-PRF-27401
  • LIN procured under A-A-59503 may require
    additional testing requirement for total
    hydrocarbons as methane (max allowance of 50 ppm
    by vol)
  • Specifications Require Shipment Sampling at
    Origin Prior to Departing Fillpoint

  • What's Expected of QARs?
  • Perform PASs as requested
  • Make initial post award visitsassure ktr
    understands preproduction sample requirements
  • Assure contractor understands all contract
    requirements including their responsibility to
    have a QCP in place and to submit periodic
    samples
  • QAR not required to be at fillpoint when periodic
    samples are pulled/submitted
  • Perform CQA functions of outgoing shipments
  • Issue CoC authorization ltr when appropriate
  • Anticipate CoC after witnessing initial 4 or 5
    shipments

Course Update
  • QARs to Receive ABO/LIN Training via the J15
    Course
  • Will be conducted _at_ Wright-Patterson AFB (AFPET)
  • Course is in Final Preparation Phases
  • Will be a 2 or 3-day Course to Include
  • In-lab Instruction of Test Methods
  • Fillpoint Site Visit
  • End of Block Exams
  • Most Initial Course Slots to go to DESC-Americas
    East as Theyll be the First Region to see
    ABO/LIN Contracts
  • Course Projected to Start in Mid/Late March 2005
  • DESC-BQ will Provide Further Updates as Available
