NPDES Stormwater
  • NPDES stands for National Pollutant Discharge
    Elimination System
  • Used to control point source pollution
  • Effective since March 2003
  • Required on construction sites greater than or
    equal to 1 acre (WF all erosion permit sites)
  • Forestry and Agricultural are exempt
  • Issued with ESC permit at precon
  • Enforced by DWQ

Erosion and Sediment Control Plan
  • Must be operating off an approved set of plans
  • Permit must be on site at all times

Who inspects?
  • Town of Wake Forest staff will make periodic
    inspections
  • DWQ staff might
  • DLR staff might

Onsite Needs
  • Copy of the approved ES plan
  • Rain Gauge
  • Records of rainfall amounts and dates
  • Records of inspections (BMPs and stream
    conditions)

Monitoring
  • Must inspect at least once a week
  • Must inspect all facilities after any storm
    greater than a half inch (within 24 hrs)
  • Must observe runoff from site to check for silt,
    solids, etc.

Operation and Maintenance
  • Regular OM is crucial to success
  • Corrective action must take place immediately
  • Clean out sediment basin when it reaches 50
    capacity with silt
  • Stabilize eroded banks
  • Repair/Clean inlets and outlets
  • Repair damaged silt fence

Additional Items
  • Significant amounts of sediment in the stream
    must be reported
  • Contamination from construction equipment must be
    contained. Prompt clean up oil spills, hydraulic
    fluids, etc.
  • Take this permit seriously. Civil penalties can
    reach as much as 25,000 per day for each
    violation.

    stormwater impacts

  • 5.  Post-construction stormwater management in
    new development and redevelopment
  • 6.  Pollution prevention/good housekeeping for
    municipal operations
