Energy consumption

• To be sure that energy saving measure has been
  effective - we must have comparable data before
  and after implementing measures.
• For this purpose (data collection, analyze and
  use) we may have common template for consumption
  data.

• Simple tool for collecting, monitoring, analyzing
  consumption data and for evaluation of
  implemented energy saving measures

• KULU software was acquired by EMOL on the frame
  of ESCOBALT project.
• KULU software users manual, trainings for LG-s
  and Estonian language version was made by REC
  Estonia.

Demand for soft finances from the LG-s (Phare ESC
2003)

• 94 applications were made on summa 162 MEEK
  (10,35 MEUR).
• 22 were financed in total amount of 31,3 MEEK (2
  MEUR).
• The purpose of the supporting scheme was to
  improve energy efficiency on the level of LG.
• It would be interesting to see the results of
  energy efficiency improvements in this 22 places
  after some years!

Experiences gained from LG-s.

• The best overview about energy consumption in LG
  have the energy supplier.
• Consumption data is possible to find in
  bookkeeping department.
• After most common measures, building envelope
  renovation (additional insulation) and windows
  renovation, energy consumption monitoring is
  missing.
