Housing policy and European integration problems
and perspectives
The members of the Forum welcome the initiative
of the Housing Ministers to debate housing
policies and European integration as this theme
reflects the request made by the Forum during the
Ministers meeting in Brussels in
2001. Statement of the members of the Forum on
the interactions between housing policies and
European policies 1 - Defining the objectives
of housing policy must remain the competence of
the Member States in accordance with the Treaty
and its principle of subsidiarity 2 - The
housing policies of Member States are fully in
line with the basic objectives of the European
Union, notably for social and territorial
cohesion and Fundamental Rights 3 - Instruments
for implementing housing policies defined at the
national, regional and local levels, are
increasingly framed by Community law, notably in
relation to - Stability pact pressure on
budgetary resources and housing budgets - VAT
on Housing reduced rates for the social and the
private housing sectors - Procurement
tendering procedures social and environmental
clauses - State Aid compatibility of housing
subsidies to undertakings - Mortgage loans -
Basel II consumer protection and prudential
ratios for banks - SGIs organisation and
financing of the social housing sector -
Standardisation urban security and extension
into the fields of services and town
planning. Â 4 - The increasing convergence
between the objectives of national housing
policies and Community policies must be
exploited, notably in relation to -
Fundamental rights human dignity and access to
decent housing - Employment, mobility, growth
key role of housing - Social inclusion strategy
common objective of access for all to decent
housing - Immigration integration through
housing and the urban environment - Tax system
extension of low rates of VAT to the housing
sector - Structural funds 2007 and Community
programmes eligibility of housing in urban
areas - Energy policy potential for energy
savings in the housing sector - Sustainable
development town planninghousingtransportenvi
ronment relationship. Â 5 The Members of the
Forum ask the European Housing Ministers to join
them in actively lobbying on housing issues in
2004 by  - taking part in the Community
legislative process in view of the increasing
impact of Community law on national housing
policies - by intensifying their
representation in their national body for
European coordination - by nominating a housing
Councillor within their Permanent Representation
in Brussels - by finding an Institutional
anchor in the Council for their annual
meeting - by supporting the Forums proposal to
establish a housing intergroup within the future
European Parliament  - exploiting
European policies, notably by making a more
aggressive political statement - on
employment, growth and professional mobility
issues - on the debate on the future of
services of general interest - on intensifying
the housing dimension of the National Actions
Plans for Social Inclusion and within the
definition of common indicators - on the reform
of the structural funds 2007 with regard to the
urban dimension - on access to European funding
by housing operators. Â For the members of the

Established following the European Parliament
resolution on the social aspects of housing (in
May 1997), the European Housing Forum is a place
of exchange and debate amongst the various actors
in housing represented within the European Union
(local governments, social landlords, private
developers, real estate professionals, housing
associations and associations of homelessness,
tenants, researchers). Â The Forums objectives
are to exchange information amongst its members,
to identify themes, to apply common initiatives
to the European institutions and to promote the
importance of the housing sector. Â The Forum
brings together the most representative European
organisations in the field of housing
