Board resolution
  • The NTEPPTF was chartered at the June 4, 2001
    meeting of the ICANN Board of Directors in
    Stockholm, Sweden
  • The Board directs the President to form and chair
    a New TLD Evaluation Process Planning Task Force,
    for the purpose of recommending to the Board and
    the broader Internet community ()
  • A plan for monitoring the introduction of new
    TLDs and for evaluating their performance and
    their impact on the performance of the DNS
  • This assessment should focus in technical,
    business, and legal perspectives and rely on data
    gathered as part of the contractual arrangements
    with the new TLDs as well as other data inputs
    that can be readily secured
  • A schedule on which a plan should be executed

Responsability limitation
  • The Task Force was not chartered with conducting
    the actual evaluation itself, but rather
    developing a plan for the Boards considerations
    as to how such an evaluation should be conducted
  • The Final Report should be read with this limited
    charter in mind

  • Business
  • Legal
  • Process
  • Guidance to Evaluation Team by Comments on each
    Question
  • On-going Monitoring Program

Resources vs Timescale
  • The lack of resources compared with the magnitude
    of the work to be done could extend the timescale
    of the evaluation beyond what the community can
    reasonably be expected to tolerate
  • The Board, therefore, may need to balance the
    need to make decisions sooner against the risks
    of not waiting for completion of the evaluation

  • The Task Force established priorities
  • Questions to be addressed early
  • as a prerequisite to embarking on a another round
    of proposals for new gTLDs
  • Priorities
  • Criticality factor indicates when the Question
    must be answered
  • Stage of activity to which they apply
    (pre-contract, start-up, or steady-state stage)
  • sponsored or unsponsored new gTLDs

Schedule and recommendations
  • The Task Force established a schedule for
    accomplishing the most important parts of the
    evaluation
  • Recommendations to the ICANN Board on how to
    proceed from here

End and follow-up
  • After the board decision (in July 2002) the work
    of the Task Force will be complete
  • However, members of the Task Force stand willing
    to assist in whatever way the Board considers to
    be appropriate if and when the Board proceeds
    with the evaluation itself
