Codes of rules
  • Is based upon the laws and ordinances (both local
    and national) that regulate Umeå universitys
    administration and everyday activities.
  • As supplements to the Codes of rules, there are a
    number of policies and regulations like local
    degree regulations, admittance regulations,
    student influence policy and so forth.

  • Easy to read and only 42 pages long. Also
    available in english.
  • It is a living document If we feel that
    something should be added, removed or changed we
    can influence the University to do so.
  • The student influence policy is an important
    addition to the Codes of rules. However, it is
    not available in english yet.

University as a public authority
  • Each authority should release information,
    guidance, advice and other such assistance to
    individuals in questions concerning the sphere of
    operations of the authority. Queries from
    individuals should be answered as quickly as
    possible. The authorities should also receive
    visits and phone calls. It should also be
    possible for individuals to contact authorities
    through fax and electronic mail, and it should be
    possible to give answers in the same way.
  • What is significant for the exercising of
    authority is that it is an action ultimately
    expressing societys authority in relation to its
    citizens. Therefore, grading, transfer of credits
    or decisions regarding a return to studies after
    study leave constitute exercising of authority
    towards the individual student. Malfeasance may
    lead to liability for damages towards the injured
    party, as well as liability for the employee.

University as a public authority
  • If you are dissatisfied with a university
    decision, you can in some cases appeal against it
    to The Board of Appeals for Higher Education.
    Within undergraduate education this is applicable
    to decisions like admission to higher education,
    transfer of credits for a course and so on.
  • Even if a decision cannot be appealed against,
    the person affected by it can always request that
    the authority making the decision reconsiders it.
    A request for reconsideration can be made both
    orally and in writing, and should be processed by
    the authority regardless of how much time has
    passed since the making of the decision. This is
    especially important in regareds to grading,
    which cannot be appealed. Also remeber you can
    ask the examinator to reconsider his/her desicion
    as many times as you wish.

Course administration
  • A syllabus (including reading list) and a
    schedule giving times of teaching and examination
    during the first four weeks should be available
    at least a month before the start of a course.
    Syllabi should also be available on the
    department homepages.
  • Full national registration number or name cannot
    be used when posting examination results, neither
    on the department notice board nor on the
    homepage.

Student influence
  • The quality work at Umeå University is a joint
    concern of the university management, staff and
    students. Umeå university and its staff should
    work towards students playing an active role in
    developing the courses and programmes.
  • The students should be viewed as partners in the
    operations, through collective influence via
    student representatives, as well as through the
    influence of the individual student.

Examination and assessement
  • Tests should normally be scheduled daytime Monday
    to Friday in connection with the course.
  • In order to demand that a student should be
    present at a course element, a so-called
    compulsory course element, this must be of an
    evaluating character. Laboratory work, clinical
    teaching, seminars and group assignments, for
    example, may be of such a character.
  • Student should normally receive the results of a
    test within no more than three weeks after the
    examination. An oral or written review of
    tests/examinations should be offered after the
    regular examination date.
  • In order to avoid suspicions of cheating, a
    student who wishes to file a complaint or request
    a reconsideration should not collect the original
    of his or her test or examination.

Examination and assessement
  • A re-sit should be arranged no later than three
    months after the original examination. However, a
    re-sit should be arranged no sooner than ten
    working days after the results of the original
    examination have been made public.
  • If an institute of higher education restricts the
    number of times a student may take a test in
    order to pass a course or segment of a course,
    the number of times should be set to a least
    five.
  • Absence from an examination may not be counted as
    a forfeit examination.
  • In cases where examinations or compulsory course
    elements cannot be repeated according to the
    rules of re-sits and work practice that has to be
    done again, these can be replaced with a
    different task. The extent and content of such a
    task should be in a reasonable proportion to the
    missed compulsory course element.
  • A student who has taken two tests for a course or
    segment of a course, without passing, has the
    right to have another examiner appointed, unless
    there exist special reasons.

Course evaluation
  • All students taking part in or having just
    finished a course should be given the opportunity
    to make known their experiences from and opinions
    of the course.
  • The students should be informed of the results
    and any actions prompted by these.
  • A student who wishes to give his or her opinion
    anonymously has the right to do so, without this
    being questioned.
  • The results are to be kept accessible on the
    department web site and stored for at least three
    years.
