• Organized its non-Italian territories into
  provinces that had to pay tribute to Rome and its
  authority
• Governors appointed (pro-consuls)
• Mostly corrupt/ who accepted bribes and stole
  money
• Tax collectors also stole money
• Provinces became angry and rebelled

• Had to station legions permanently in most
  provinces
• Rome began to strain resources..
• Latifundia- many small estates combined into one
  large one
• Jews in Palestine resisted Romes Rule and
  Jerusalem was sacked By General Titus in 70AD

• New class of people evolved called Equites

  and corruption that threatened the Republic
• Tiberius Gracchus- Tribune, grandson of
  Scipio-proposed laws limited the size of
  latifundias
• Redistributed land to the poor
• Opponents organized a riot in the forum
• Tiberius and 300 of his followers were killed

• Brother Gaius Gracchus tried many reforms as well
• Also killed in riot planned by his enemies
• By 111BC the senate stopped all land reforms
