1. INTRODUCTION
Coahuila is the third largest state in the
country. Located in the North-East part of
Mexico, Coahuila shares a 512 kilometer border
with the American state of Texas. Coahuila has
38 municipalities which are grouped in five
different regions according to their economic
characteristics and geographic location. The
Laguna Region, is made up of the municipalities
of Francisco I. Madero, Matamoros, San Pedro,
Torreon and Viesca. Besides being an
agriculturally privileged region, it is also
known for its large textile, auto-part and
metal-mechanic manufacturing companies. This
document presents the potential investor with
general information about the region such as
geographical location, primary economic
activities, infrastructure and basic services,
main educational aspects and quality of life.

2. GEOGRAPHIC LOCATION
The Laguna Region is located in the South-West
part of the state and includes 22,031.2Km2 of
territory and a population of 775,305
inhabitants.

3. GENERAL INFORMATION
3.1 Climate
This region is characterized by a very dry and
warm climate. The majority of the precipitation
occurs during the months of May through October.

4. TRANSPORTATION INFRASTRUCTURE
4.1 Airports
The Laguna Region boasts of an excellent
international service airport the Francisco
Sarabia International Airport. Located on the
Torreón-San Pedro highway, it offers
approximately 26 daily domestic flights to the
cities of Mexico city, Monterrey, N.L.,
Guadalajara, Puerto Vallarta, Jal., Cd. Juárez,
Chih., Villa Hermosa, Tab., Culiacan, Sin.,
Hermosillo, Son., Tijuana, B.C., Durango, Dgo.,
and Monclova Coah., among others. This airport
also offers international flights to cities in
the Continental U.S. such as Los Angeles, Ca.,
Houston, San Antonio and Dallas, Tx., and Tucson,
Az. In addition to the excellent commercial
flight service, this air terminal is equiped with
customs and cargo service, zoosanitary
inspections, car rental and other land
transportation services.

Federal Highway 49 Connects with Zacatecas, Zac.
and Chihuahua, Chih. Federal Highway 40
Connects with Saltillo, Coah., Monterrey, N.L.
Gomez Palacio and Durango, Dgo., as well as
Matamoros and Reynosa, Tamps., and Mazatlan,
Sin. Federal Highway 30 Connects with
Monclova, Coah.
4.3 Railroads
The Laguna Region has railway terminals in the
municipalities of Fco. I. Madero, San Pedro,
Torreón and Viesca. Their connection to the
National Railway System provides access to the
ports, border cities and other important regions
in the country. Kansas City Southern de México
and Linea Coahuila Durango company(LCD) are the
two privately owned businesses that provide the
service in this region.

5. ECONOMIC ACTIVITIES
The primary economic activities of the Laguna
Region are the transformation industry, commerce,
services, construction and mining.They are
distributed in the following manner.
5.1 Industrial Parks
Industrial Parks in the region provide potable
water, drainage, electricity, public lighting,
telephone service and paved highway
infrastructure.

5.3 Labor Force
Most labor positions in the region are provided
by the textile and mining industries. The main
labor unions present are Confederación de
Trabajadores de México (the Confederation of
Mexican Workers)(CTM), Confederación
Revolucionaria de Obreros y Campesinos
(Revolutionary Confederation of Workers and
Farmers) (CROC), among others.

Electrical services in the Laguna Region of
Coahuila are provided by electric lines of
distribution with the capacity to meet all
present and future power needs for this region.

6.3 Gas
The Laguna Region has a natural gas underground
distribution infrastructure for domestic and
industrial use in the municipalities of Fco. I.
Madero, San Pedro and Torreón. The cost per
gigacalorie of this element is 80.58 pesos. In
the remainder of the municipalities the supply of
Liquid Propane(LP) is provided by central
distributors(via stationary and portable
containers). The cost of this form of gas is

6.4 Industrial Building
In the Laguna Region a great variety of
industrial buildings for sale or rent exists.
