ABOUT MEUSAC
  • The Malta-EU Steering and Action Committee
    (MEUSAC) was reconstituted in May 2008, after
    having been originally set up before Maltas
    accession to the European Union (EU) for
    discussion on the accession negotiations.
  • It absorbed the role of the Forum Malta
    fl-Ewropa, which itself took over from the Malta
    EU Information Centre (MIC), as the main
    government information outlet on matters relating
    to the EU after accession.
  • Dr Vanni Xuereb, an EU law expert, was appointed
    Head of MEUSAC in 2008.

  • MEUSAC has three main areas of activities

  • Support on EU Programmes and Funds (Head Ms
    Maria Schembri)

INFORMATION UNIT
  • The need felt by MEUSAC to disseminate
    information about the European Union has led to
    the formation of the Information Unit.
  •  
  • On a daily basis, the Information Unit
  • Provides information on EU-related developments
    and funding programmes
  • Receives calls and emails from citizens,
    officials from the public sector, individuals
    from private entities and other bodies, on
    queries related to their rights and obligations
    as EU citizens.

  • Contributes to printed media on a weekly basis
  • Produces its own in-house publications
  • Participates in local television and radio
    programmes to clarify and explain
  • Certain EU facts and news that viewers or
    listeners may be interested to know regarding EU
    legislation and policy initiatives
  • EU citizens rights
  • And serves as a signpost to the local
    authorities/agencies responsible for the matter
    being tackled.

  • Other key commitments include

  • The issuing of a bi-weekly newsletter,
    distributed with a local newspaper, that features
    news, interviews, success stories and slots of
    general facts and figures about the European
    Union (MEUSACs Newsletter)
  • The issuing of a monthly electronic newsletter on
    funding (Funding 4 yEU)
  • Kun Af, Sehmna fl-Ewropa L-Unjoni Ewropea u Int
    weekly radio programmes on local radio stations
    which provide listeners with the opportunity to
  • Learn about topical issues through interviews and
    news features
  • Obtain information on funding opportunities and
    success stories.

  • The Consultation Unit services
  •  
  • MEUSACs Core Group
  • The Sectoral Committees
  • Whenever there is the obligation for consultation
    with stakeholders on EU developments, MEUSACs
    Consultation Unit liaises with different line
    Ministries.
  •

CONSULTATION UNIT
  • The Chairperson of MEUSAC's Core Group is the
    Parliamentary Secretary for Public Dialogue and
    Information, Dr. Chris Said.
  •  
  • The Core Group is composed of senior government
    officials and a wide representation of civil
    society, mainly
  •  
  • 4 political parties
  • Constituted bodies (mainly employer
    representatives and trade unions)
  • Individuals appointed on the basis of their
    competence and expertise
  • 3 NGO representative organisations (in the
    process of being selected)

CONSULTATION UNIT
  • All representatives at MEUSACs Core Group (CG)
    are willing to achieve common goals in so far as
    European policy is concerned in the best
    interests of Malta.
  •  
  • Issues with national implications are discussed
    at CG level.
  •  
  • The CG is also open to cooperation with the House
    of Representatives, the Maltese Members of the
    European Parliament, the Economic and Social
    Committee and the Committee of the Regions.
  • The CG Meeting takes place at least once a month.
  •  
  • Since its first meeting on 29/08/2008, the CG has
    already discussed a wide array of matters, which
    include migration policy, labour law,
    anti-discrimination and energy policy. 
  •

  • The Sectoral Committees are 9 in total, and
    generally reflect the Council of the European
    Unions formations, which are

  • Transport, Telecommunications and Energy
  • Agriculture and Fisheries

  • One of the important challenges facing any
    non-governmental organisation or Local Council is
    how to keep the good work of the organisation
    going.
  • How can such an organisation attract a broad base
    of
  • support to sustain itself?
  • Where can it go to get technical assistance on
    how to
  • diversify its sources of support?

FUNDING UNIT
  • Identifying funding opportunities
  • The Unit provides support and assistance to local
    councils and civil society organisations in
    identifying EU funding opportunities that meet
    their project requirements.
  • The level of support that the Unit can offer is
    tailored to fit the organisations necessities
    and provides guidance on funding and assistance
    on the development of project implementation
    plans.

  • Technical Assistance
  • The Unit
  • Organises one-to-one sessions to discuss projects
    that the organisation would like to develop.
  • Provides technical assistance to help
    beneficiaries in drawing up funding applications.
  • Acts as a consultant on various fields, such as
    the eligibility of projects against funding
    criteria, and in the actual procedures that would
    lead to the submission of an application.
