2CIVIL WORKS UNDER SSA BIHAR
- Civil Works is a tool to provide access,
retention and quality education to all the
children of age group 6-14 years upto elementary
level (class I to VIII) as per national norms. - Access
- Additional Class Rooms (ACR).
- New School Buildings (NSB).
- Model Cluster Schools under national programme
for education of girls at elementary level
(NPEGEL). - Kasturba Gandhi Balika Vidyalaya (KGBV).
3CIVIL WORKS UNDER SSA BIHAR
- Retention
- Toilets (particularly girls toilets), Hand pump,
Kitchen shed, Electrification and child friendly
elements (Slide, See-Saw, Swing and Acrobatic bar
etc). - Quality Education
- A Block Resource Centre (BRC) in every Block for
training of teachers. - Cluster Resource Centre (CRC) for 1 day recurring
meeting in every month for every teacher.
4IMPLEMENTATION OF SSA IN BIHAR
- All the civil construction works except BRC and
KGBV is carried out by VIDYALAYA SHIKSHA SAMITI
(V.S.S.). - The VSS is provided technical training and
manuals before start of construction work. - BRC construction is carried out by BRC
construction committee.

- State Level Civil Works Management Structure is
headed by Civil Works Manager (CWM). - CWM is assisted by one experienced Architect, one
Assistant Engineer with additional support of
State Resource Group Architect/Engineer Members. - Executive Engineer at district level with two
Assistant Engineers and one Junior Engineer at
every 50 Panchayat with additional support of
District Resource Group Architect/Engineer
members.

- At sub-district level there is a team of Junior
Engineers and Technical Supervisors. - The District Magistrate (D.M.) is Chairman of SSA
in the district. - The additional support of Engineers (other than
SSA) have also been provided by D.M. for SSA
civil works. - One Technical Supervisor is engaged for each 20
construction sites.
7Existing Staffing and Supervisory Arrangements
- At present 11 Executive engineers, 28 Assistant
Engineers and 79 Junior Engineers are employed in
all the districts. - The vacant post of A.Es. and J.Es. are in final
stage of recruitment process. - In the second phase the vacant post of E.Es would
be filled up. - At present 882 Technical Supervisors are engaged
on per site Honorarium basis.

- The work distribution for district engineering
team have been prepared as per Administrative
Geographical condition of the district. - Recurrent trainings have been imparted to
district engineers at state level. - Recurrent training have also been imparted to all
the Technical supervisors at district level.
9Existing Staffing and Supervisory Arrangements
- 225 nos. of applications were received for the
vacant posts of A.Es. and 680 nos of applications
received for the vacant post of J.Es. - The received applications for the post of A.Es
and J.Es have been shortlisted. - The state Executive committee held on 07.08.2009
decided to conduct written test for selection of
A.Es and J.Es in September October, 2009. - The vacant posts of A.Es and J.Es. would be
filled up very shortly.
10Role of Technical Supervisory for implementation
of S.S.A. Civil Works
- To impart training to V.S.S./Ad hoc Committee
members regarding all aspects construction work
such as drawings and estimates etc. - To acquaint VSS/Ad hoc Committee members
regarding purchase of quality building materials. - To ensure the maintenance of Cash Book, Muster
roll, Stock Book, Receipt and Expenditure
Register, Site Order Book etc, by V.S.S.
11Role of Technical Supervisory for implementation
of S.S.A. Civil Works
- Entry of technical observations during
construction work in site order book and its
compliance by V.S.S. /Ad hoc committee. - To impart training to V.S.S./Ad hoc Committee
regarding preparation of Statement of
Expenditure (SOE) for expenditure incurred on
building construction works - To enter measurement of the work done in
Measurement Books.
12Supervisory Arrangements for Third Party
Evaluation for Implementation of S.S.A. Civil
Works
- The national level tender published for Third
Party Evaluation works. - Out of 9 agencies who applied for 27 district, 6
agencies have technically and financially
qualified for 21 districts. - 6 agencies have been engaged for Third Party
supervision, monitoring and quality evaluation in
the 21 districts of Bihar for construction works
under AWPB 2008-09 and 2009 -10. - The Third Party Evaluators have started
submitting site visit reports.
