Logical Framework
  • The Project Logical Framework
  • UNDP-GEF uses the LF approach as a planning tool.
  • The LF is an effective tool for enabling
stakeholders to prioritize problems, causes and
    barriers, identify solutions and define
    objectives and activities.
  • The LF allows testing the design of a project
    against its relevance, feasibility and
    sustainability.
  • The LF is a useful instrument when utilised in a
    flexible and adaptive way.

Logical Framework
  • The Project Logical Framework
  • Prepared during the project design phase, the LF
requires adaptation during the inception phase,
    according to changes in circumstances.
  • Changes occurred in this country since project
design requiring adaptation of the project
    implementation strategy

5
Logical Framework
  • The Project Logical Framework
  • Changes can be proposed without major
difficulties to inputs, activities and outputs.
  • Changes to outcomes and objectives require high
level GEF approval and undergo a more complex
    approval procedure

Global and Annual Work Plan
  • Global and Annual Work Plan
  • Other planning instruments are
  • A detailed Operational Work Plan and Budget for
    the entire project period
  • Annual Work Plans
  • These documents are prepared during the
preparatory phase and reviewed during the IW.

7
Operational Work Plan
  • Operational Work Plan
  • It is an important long-term strategic planning
    tool.
  • It is a flexible document that will be adjusted
as execution proceeds, and in particular at the
time of formulation of the annual work plans.
  • A budget is prepared for the entire period of the
    project.

8
Annual Work Plan
  • Annual Work Plan
  • It is the annual planning tool
  • A draft is prepared before the Inception Workshop
  • During the IW, it is updated to reflect changes
to be done to the logframe
  • It requires to be completed with deadlines and
    achievable milestones
  • It requires identification of key actions with
    clear schedules
  • It assigns responsibilities for each task
  • It provides sufficient flexibility to adjust to
    changes in conditions
  • It has an associated year budget.

9
Participatory planning
  • Stakeholders Involvement, Partnership and
    Coordination
  • Planning and ME are participatory tasks
  • Which are the various partners the project is
    working with?
  • What are the interests of these partners? What
incentives should the project use for various
    partners engagement?
  • What the roles/engagement of these partners
should be for achieving project outcomes?
  • What are the coordination/communication
mechanisms to set up and maintain the
    partnerships?

10
Participatory Planning
  • Stakeholders Involvement, Partnership and
    Coordination
  • Government institutions
  • NGOs and community based groups
  • Private sector
  • Research and Science institutes

11
Participatory Planning
  • Stakeholders Involvement, Partnership and
    Coordination
  • Community involvement and participation
  • What different types of community groups exist in
    the project area?
  • Which groups are most important to involve in the
    project? Why?
  • What conservation and other incentives should be
built in the project to ensure their
    participation?
  • What is the best way to engage these groups in
    each outcome?
  • What are the consultation mechanism the project
    should install?
