BIRTH REGISTRATION
  • Lack of awareness of the need to register, the
    process thereof, and the personnel authorised to
    register at the village level,
  • Lack of demand and low utility of registration
    certificates,
  • Large percentage of non-institutional deliveries,
  • Complex nature of form, requirement of a name for
    registration (while in India a baby is given a
    name after 10-12 days of birth),
  • Lack of coordination between registering
    authority and frontline or field worker,
    transitional gap from village to registering
    point, absence of periodic review of progress,
    and
  • lack of follow-up and monitoring in reporting
  • Low priority to RBD in government hence low
    allotment of funds

BIRTH REGISTRATION STATUS IN INDIA
  • DELHI Municipal Corporation of Delhi (MCD), has
    made the entire process computerized and made
    online.
  • WEST BENGAL , MADHYA PRADESH , KERALA TRIPURA
    G.P. s register the birth .
  • HIMACHAL PRADESH Gram panchayats have been
    maintaining a Parivar Register (Family Register)
    since 1967.
  • TRIPURA Tehsildar panchayat secretary
    register births and deaths at the sub-district
    level in TTAADC area non TTAADC area
    respectively
  • KHAMMAM , A.P. Panchayat Secretary is the
    registration authority and coordination between
    him, ANM and the AWW proved to be crucial for
    100 registration.
  • UTTAR PRADESH Gram Panchayat Vikas Adhikari is
    the registering authority but registration is low
    lack of funds , stationary etc..
  • ORISSA Coordinated effort between aanganwadi
    health department had shown results but suffers
    due to lack of close monitoring.

PAKISTAN
  • Secretary of the Union Council, a junior
    government official, is responsible for
    maintaining birth registration record, who also
    sends monthly reports to the Zila / District
    Councils.
  • Double record is maintained at two levels .
  • National Database and Registration Authority
    (NADRA), a federal body having the primary
    function of issuance of National Identity Cards
    has also started
  • birth registration but at a comparatively much
    lower scale.

NREGA
  • Implemented in 200 backward districts of India .
  • It Gurantees 100 days of work to each BPL family.
  • Panchayats have an approved action plan provide
    employment to registered labourers on demand
    within 15days.
  • The focus will be on labour intensive work
    creation of durable assets.
  • R. Labourer to get unemployment allowance if
    work is not provided to them.
  • The act is justiciable.

DEVOLUTION OF FUNDS
  • 29 subjects have been listed for devolution. Only
    11 subjects in Orissa has been given to PRI-
    health , agriculture , Fishery vetinary,
    education , cooperation, WCD, PDS, ST/SC
    development but without any financial power.
  • No financial administrative control vested
    with the PRI .

FINANCIAL POWERS OF PANCHAYAT
  • Sarpanch has independent fund handling capacity.
  • S(H)e signs on the cash book of the panchayat
    is responsible for it, whereas the Samittee
    chairman has no such power.
  • BDO is the chief Executive Officer at Block
    level.

ACTION RESEARCH CUM PILOT
  • Identify gaps in birth registration- area
    specific also study best practices.
  • Build the capacity of PRI for registration of
    Birth, Death , Marriage.
  • Community based approach to tackle key indicators
    like IMR,MMR, female foeticide, Immunisation,
    Institutional delivery etc. after successful UBR
    .
  • Run on-line registration in selected Panchayats
    of atleast 100 backward districts of India .
