Purpose of Perkins IV
  • The Carl D. Perkins Career and Technical
    Education
  • Improvement Act of 2006 is designed to improve
    and
  • expand services for students enrolled in CTE
    programs.
  • The Act defines CTE programs as organized
    educational activities that offer a sequence of
    progressive courses composed of both academic and
    technical content. These courses are intended to
    prepare students for further education and
    careers in current or emerging employment sectors
    of high skill, high wage or high demand
    occupations.

  • To ascertain the progress of your Career
    Technical Education (CTE) programs in the
    following areas
  • Accomplishing the Local Plan for Perkins Basic
    grant funding
  • Implementation of the Requirements for the
    Required Uses of Funds
  • Implementation of Applicable Permissive Uses of
    Funds
  • Accountability for Fiscal Requirements and
    Operations
  • Data Requirements for Collection, Reporting and
    Outcomes

Strategies for a Successful Monitoring Visit
  • In general, monitoring visits occur between
    October and December. Communication is
    established with the school / institution.
    Follow up correspondence is sent from CCRB.
  • All individuals involved with the implementation
    of Perkins should have a copy of the Perkins
    application and be aware of the requirements as
    listed in Perkins Act of 2006.
  • Do not bias the review by providing monitors with
    gifts, dinner, after work drinks, etc. This
    violates the Government Conduct Act.

  • Use the monitoring document sent to you by you
    Perkins monitor to organize documents
    demonstrating compliance
  • Activities and compliance with each of the nine
    required uses and any of the permissive uses
  • Maintain copies of up-to-date articulation
    agreements with postsecondary institutions
  • Ensure every student (9-12) has a Next Step Plan
    in place
  • Ensure data submitted through STARS is verified
    and validated

Strategies continued
  • All equipment items need to be tagged and
    inventoried. Inventory lists need to be updated
    annually
  • Time and Effort logs must be maintained,
    detailed, and backed with support documentation
  • Ensure policies are up-to-date and disseminated
    to all staff
  • Ensure that approved grant budget is expended on
    approved items. If revisions to the application
    need to be made, contact your Perkins monitor
  • Ensure that safety nets / interventions are in
    place for special population students
  • Document advisory committee meetings
  • If in doubt, contact your Perkins monitor!
