3TBGs Mandate (Summary)
- The purpose of the TBG is to be responsible for
the simplification of international trade
procedures, business and governmental process
analysis, and best practices, using the UN/CEFACT
Modelling Methodology, where appropriate, to
support the development of trade facilitation
e-Business - solutions. (TRADE/CEFACT/2004/11/Add.4)

- A draft UNECE Recommendation Guidelines on the
Single Window - A revised UNECE Recommendation 12 - Measures to
Facilitate Maritime Transport Documents
Procedures (a very constructive joint meeting
took place at the Bonn Forum) - A Benchmarking concept paper
- e-CERT Project launched during the Bonn Forum
5Progress in Modelling Business Processes
- TBG Business Domain Groups (TBG1-13) are
modelling their industry specific business
processes using facilitators and modellers who
are either, in-house trained, or, provided by
interested parties or organisations (SWIFT, EAN
etc). A number of joint and intersectorial
projects are running. - TBG14s Catalog of Common Business Processes due
to go out for public review - TBG 15 is being helped by TBG 14 on two projects,
the International Trade Facilitation

Components
- All TBG Domain Working Groups are defining Core
Components and working through TBG17 to harmonise
them with other sectors - TBG17
- Has compiled a comprehensive Submissions Guide
- Is developing a set of automated harmonisation
techniques based on a standards tool provided to
TBG as a contribution in kind - Issued in March 2004 an initial TBG17 library of
draft core components for public review - ISO IEC ITU UN/ECE MoU Management Group supports

- At the Bonn Forum meeting in March 2004, the TBG
membership, en masse, expressed concerns with
regards to the CSG proposals for the future
UN/CEFACT management structure. As a result a
paper was written expressing an alternative set
of proposals. - (Agenda Item 9 - TRADE/CEFACT/2004/35/rev.1)
- TBG request that the UN/CEFACT delegations
consider this contribution seriously as it
represents the requirements of the majority of
the Forum membership.

- TBG requests that all delegations promote the
following ISO IEC ITU UN/ECE MoU Management Group
Resolutions as widely as possible - Resolution 04/01 April 2004
- MoU/MG confirms its Resolution 03/03 in support
of the CCTS (v2.01) and encourages all
organizations developing e-business content to
harmonize that content through the UN/CEFACT TBG
17 (Harmonization) working group. - Resolution 03/03 (5.3)
- The MoU MG encourages the concerned parties to
develop a project plan to address harmonization
of content. The MoU MG welcomes Core Components
Technical Specification (CCTS) version 2.01 and
encourage all organizations developing e-business
content to harmonize their efforts using that
specification.

- TBG has continued to make significant progress
largely due to to the voluntary efforts of its
individual expert members supported by generous
contributions in kind of tools and other
resources from supporting organisations. - However, the future TBG Workplan will be very
challenging and in order to ensure success the
appointment of an SSP to oversee and further
support the Forum activities is considered
essential.
13Other Issues
- TBG welcome the Bonn ratification of the first
set of cross group project working procedures
agreed between TBG/ICG and ATG. However, it is
now important to include TMG - Further, TBG believe that it is now crucial to
agree a common set of operational procedures at
Forum management level and that this should be a
very high priority item for the new Forum
management structure to address.
