  • Research
  • On farm trials will be continue on pilot schemes
    clustered based on edaphic and climatic and
    social production environment similarities
  • With PIs consolidate technology recommendation
    domain to support technology dissemination
    process in pilot schemes and beyond through
    similarity analysis using GIS Support and
    encourage ARARI irrigation team case to assume
    key field mentoring responsibility in due course
  • Complement the on farm trials with on station
    adaptive research to address further
    location-specific technical questions and
    diversify cropping pattern

  • Water Harvesting
  • Construction of WHS will be managed by the WoARD
    with backup support of Zone.
  • Create rural technicians through training
    equipping selected farmers in each kebele for
    construction maint. of geo membrane lined
    ponds, HDW, installation repair of pumps FDS.
  • Provide technical support for scaling up of HHWHS
    upgrading tradit. SSIS in pilot woredas study
    design, trainings, supervision, M E.
  • Complete all trainings in the 1st quarter.
    Trainings are designed to equip woreda zone
    experts to carryout simple study design
    construction, supervision, M E of WHS
    traditional SSIS and maintenance of modern
    schemes

  • Preparation distribution of guidelines/manuals
    with training will be carried out in the first
    quarter. Best practices of SWHISA others will
    be incorporated. The Bureaus will review the
    guidelines take as REGIONAL GUIDELINE to use
    for field work as training paper.
  • Strengthen joint field works participatory
    approach of Pis
  • M E will be carried out for all WHS SSIS by
    the woreda
  • The study, design and supervision of traditional
    SSI schemes will be done by IADP with close
    support of IDDP, if not by the consultant as it
    is going to be implemented within one year
  • Prepare implement two strategies
  • 1.Strategy for WH SS traditional irrigation
    development
  • 2. Strategy for operation and maintenance of SSIS

  • Watershed Devt.
  • Work more closely with PSNP particularly woreda
    coordinators
  • Implementing participatory monitoring system on
    watershed developments by the community, woreda,
    and zone offices
  • Building the capacity of the community through
    experience sharing tours, farmers field days
    workshops, etc.
  • Assist zone offices to periodically
    monitor/follow up watershed developments with
    woreda offices.

  • Enforce EIA procedures particularly in water
    resource developments through the application of
    guidelines, awareness raising workshops and
    trainings, etc.
  • Work to apply IEE checklists at woredas and zone
    offices or
  • Assist woreda offices in the implementation of
    EMMP for selected projects
  • Work in collaboration with other SWHISA groups
    e.g.
  • WHG in implementing HDWs/HHWHs, springs within
    the watershed and
  • CDE in building the capacity of the community on
    watershed developments respectively
  • Identifying and scaling up successful lessons

  • Performance indicators can be collected through
    field visit/observation, direct measurement/GPS,
    beneficiary interviews and reports.
  • From this, expected results and effects would be
    obtained and analyzed accordingly

  • Irrigation Extension
  • Capacity development of IADP at zone, woreda and
    kebele through (ToT trainings, experiences
    sharing, joint O M planning and
    implementation)
  • Full implementation responsibility to W-IADP
    (training DAs/farmers, plan and implement demons,
    O M)
  • To effect sustainable capacity development,
    basic knowledge/skill improvement should target
    HHs and participating family and DAs with joint
    monitoring and mentoring by IADP and SHWISA
  • Besides the ongoing demonstrations, expand and
    support demonstrations to new potential HHWH and
    irrigation schemes
  • Jointly complete and institutionalize on-going
    works (irrigation technology development at pilot
    schemes, finalize technology package
    development)
  • Provide necessary support to scale up best
    practices in WH and irrigation
  • Support model FTC demonstrations at woredas
  • To expand effective WM technology adoption and
    institutionalization deliver irrigation extension
    service to DAs at scheme/kebele level and
    disseminate extension bulletins/leaflets
  • Institutionalization/transfer of technical
    manuals, lesson learned and technology packages
    developed to the R-IADP for dissemination and
    adoption
  • Support woredas develop and disseminate
    technology packages to farmers using local
    language (Amharic).

  • Community Development
  • Focus on community and woreda level capacity
    building and institutionalizing of project
    activities
  • scale up experiences and lessons learned from the
    pilot Kebeles/ schemes to other irrigation
    schemes within the woreda.
  • Need to organize Farmer-to-Farmer experience
    sharing between pilot and non-pilot irrigation
    schemes within and across woredas.
  • Ensuring the sustainability of irrigation schemes
    management through users direct management
  • Assist WOARD to demonstrate majority membership
    and users active involvement at any stage of
    scheme management in WUAs/ICs
  • Within the existing legal framework improve
    WUA/IC bylaws to encourage proper users
    participation and scheme sense of ownership

  • Coordination of SWHISA team in implementation has
    to be further strengthened
  • During 5th year implementation we had better
    coordination with WMG and WHG
  • PMC members and SWHISA team field supervision and
    follow-up
  • A joint quarterly woreda level implementation
    performance Evaluation (including budget
    utilization) should be evaluated
  • Recognize that low level of Woreda budget
    utilization doent necessarily mean that low
    capacity of IADP/EPLUA/CPA in activity
    implementation.
  • For some selected project activities, it is
    advisable to keep and manage the budget at SWHISA
    level (Construction budgets)

  • Close follow up and support for official
    distribution and implementation of all field
    tested guidelines to project woredas after
    approved by regional PIs.
  • handover all developed training materials and
    reports to PIs for wider distribution at the
    regional level.
  • support to promote women participation in water
    harvesting, irrigation development, and watershed
    related activities will continue to remain a
    focus area of the work plan.
  • Promote women participation in decision making
    (WUAs and watershed Committees)
  • Strengthening and empowering watershed/ WUA
    management committees through SWHISA/PI joint
    follow-up
