situation analysis work - to produce raw data or information on
stakeholders, dynamics, political context etc. - to decide upon which tools will be used to add
further value to that raw data - to determine who will do what, when (including
any commissioned work)

- Virtual models. Emails of focus prompts Delphi
technique to govern subsequent refining of input.
Concept Mapping also useful. - Expert Witness Panels. To involve people with
very specific input/advice as part of
deliberative process. - Visualization in Participatory Planning. Uses
cards, diagrams, photographs to amplify
individual voice and arrive at consensus. - Chatham House Rule. Deliberations off the record
individuals speak without institutional
affiliation.
