  • present national EFC systems implemented in
    Europe are not compatible IT - F - PT - SLO -

  • standardization process for DSRC has been too
    much delayed, causing trouble in some national
    projects, and weakening the position of the EU
    industry on other markets,

  • The objective
  • Implement the regulatory frame and tools ensuring
    the deployment of a European EFC service in two
    stages
  • first stage HGV and Long Distance Coaches, for
    2005
  • second stage all vehicles, for 2010
  • The Directive will not interfere with the pricing
    policies of the Member States, but the systems
    implemented should be capable to handle any
    charging policy decided at EU or national levels

  • subsidiarity the actors should keep maximum
    freedom to discuss the details of the regulations
    and agreements to implement
  • rely on existing EU projects CARDME, CESARE,
  • Take into account existing and planned systems
    within the Member States
  • Consider all levels of interoperability

  • basic principle one single contract - one
    single onboard unit
  • available on the whole tolled network
  • used for whatever toll or tax
  • allows the same quality of service in any
    country, non depending on the country where the
    contract is signed, the nationality of the
    vehicle or the driver

    operators
  • subscribing to the service will be voluntarily
    for the clients

  • 1. DSRC standardization process
  • support the documents concerning the 3 layers
    and the profiles, presented to CEN by the
    majority of European suppliers, and compatible
    with the systems newly implemented within the EU
    FR - ES - AT

  • DSRC 5.8 GHz is the short term-solution, needed
    for
  • the position of the European industry on the
    world market
  • indication to the countries who intend to use
    this technology in their future systems and ask
    which DSRC to use ?

  • 2. Long term solution
  • Implement for 2005 - 2008 the GNSS / GSM / DSRC
    solution for trucks and coaches everywhere in
    Europe
  • Heavy goods vehicles which will use the European
    service would be equipped with an onboard unit
    offering the three interfaces, and provided by
    all the distributors offering the service,
  • toll transactions would use one or more of these
    interfaces, according to the application chosen
    for instance DSRC in Spain or Austria, GNSS / GSM
    in Germany and United Kingdom. Operators remain
    free to choose.

  • Onboard unit may be linked to digital tachygraph
    for the purpose of fee computations
  • Enforcement would use also these interfaces
  • Generalize for 2010 this solution to all types of
    vehicles, and study the necessary migration
    strategy
  • At this time, the 3 interfaces should be
    integrated when constructing the vehicles, at
    approximately the same price than the present
    DSRC onboard units

  • Other technologies might be added in the OBU
    (for instance infrared),
  • but their use must not make discrimination
    between the equipped ones and the others.

  • 3. Implement a Regulation Committee with
    representatives of the Member States in order to
    finalize the issues necessary for the deployment
    of the European service.
  • The organization and voting procedures will be
    defined by the European rules about comitology
  • The work program and time scale of the Committee
    will be fixed by the European Commission
  • The following slides give ideas on this work
    program

  • 3.1 Implementation by the operators of
    contractual agreements allowing to offer the
    European EFC service to clients on the whole
    tolled network
  • with the same conditions everywhere,
  • and the possibility to subscribe on the whole
    network
  • These contractual agreements will be based on the
    Memorandum of Understanding produced by CESARE
    II
  • Extend later these agreements to the banking
    sector

  • 3.2 Use the CARDME 4 transaction model as a
    basis for the DSRC transactions, eventually
    limited to CESARE 2
  • 3.3 Develop the equivalent of the CARDME 4 model
    for the GNSS / GSM solution, in the short term,
    together with the German EFC project, the UK
    haulage industry taxation project, in compliance
    with the CARDME 4 design. This in order to avoid
    dispersion of the solutions. Work has started
    with CEN TC 278 SG 1.5

  • 3.4 Manage evolution of technologies UMTs vs
    GPRS - GALILEO vs GPS
  • 3.5 Encourage the operators to harmonize the
    procedures between their networks, especially on
  • vehicle classification
  • signalization
  • toll point crossing
  • exception handling
  • after-sales service
  • non-equipped users

  • 3.6 Propose to the clients a unique contract
    model, and identical subscription conditions in
    all countries and for all operators
  • 3.7 Recall the basic following principles
  • non equipped users should be allowed to use the
    network with seamless payment conditions,
  • compliance with the EU regulations on privacy
    protection and data handling, especially during
    the transaction and exception handling

  • 3.8 Exception Handling
  • the basic principle should be the à priori good
    faith of the clients
  • ensure the equality of treatment in exception
    handling on every tolled location between all
    users, whatever their home country
  • harmonization of the EU Member States towards
    violations of road regulations
  • a Memorandum of Understanding on cross-border
    enforcement of traffic violations should be
    implemented, as recommended by VERA
  • pan-European certification procedures to define
    and implement for equipment in charge of
    detection and identification of offending
    vehicles
