What is a Quality Development Continuum?
  • A plan to help DHSs unlicensed providers make
    sure the children they care for are safe,
    healthy, happy and ready for school.
  • A way to reward providers for taking steps to
    increase the quality of care for children and
    their families.

What will the QDC be?
  • A system with one required level and two
    voluntary levels that providers can choose to
    achieve.
  • Providers can move up a level by meeting specific
    quality measures.
  • Training Hours
  • High-School/GED Completion Courses
  • Licensing Preparation

Level One Required
  • Great Start to Quality Orientation- 8 hours
  • First Aid
  • CPR
  • Basic Health and Safety
  • Nutrition
  • Child Abuse and Neglect
  • Safe Sleep Practices
  • Shaken Baby Syndrome
  • Child Development
  • DHS Billing and Reporting Requirements

Level Two Optional
  • A minimum of 10 hours of training per year in the
    topics below
  • Core training topics
  • What are children like at each age?
  • Childrens Behavior
  • Activities to help children learn
  • Relationships
  • Advanced Health and Safety
  • Other approved training topics
  • Caring for children with special needs
  • Communicating with children
  • Using community resources
  • Child abuse and neglect
  • Learning through play
  • Finance basics

What happens when a provider reaches Level 2?
  • You get a bonus!
  • Rate increase of 25 cents per hour for children
    age 2 ½ or older.
  • Rate increase of 35 cents per hours for children
    under age 2 ½.
  • You can stay at Level 2 by completing 10 more
    hours of approved training in the next year.
  • Or you can move on to Level 3.

How does a provider get to Level 3?
  • Complete 20 hours of Level 2 training.
  • Sixteen (16) hours must be in the Core Training
    Topics identified in Level 2.

  • Activities to help children learn
  • Relationships
  • Health and Safety

Level Three Optional
  • Options
  • 10 hours of focused/age-specific training per
    year in the topics approved for Level 2.
  • Create and work on a personal Quality Improvement
    Plan.
  • Support in getting licensed and starting a
    business.
  • For options 2 3, you will work with a mentor
    who can help define your needs/goals and develop
    a plan to meet them.
