BLUE MED is
a regional ATM development project aiming
towards the creation of a FAB in the South East
Mediterranean area
It comprises four EU partner states Cyprus,
Greece, Italy and Malta
.an unique opportunity to harmonise a large
portion of the Mediterranean airspace joining the
EU core area with the African and Middle-East
borders.
and three non-EU states associated partners
(Egypt, Tunisia and Albania)
also two observers states (Lebanon and the
Kingdom of Jordan) participate to the project.

More importantly, BLUE MED is
a joint effort of many men and women from
different countries and variegated cultures
building a common sky over the common sea.

BLUE MED a 3 phases project
  • 2007-2008 BLUE MED Feasibility Study
  • The initial investigation, aiming at providing
    internal and external stakeholders with all
    evidences on potential benefits of a FAB covering
    the area concerned.
  • The opportunity for the participating partners to
    agree on the common principle for the FAB
    development.
  • 2009-2011 BLUE MED Definition Phase (ongoing)
  • The detailed definition of the 2012 FAB details
    and of an agreed roadmap for further FAB
    evolution.
  • The implementation of specific operational/technic
    al benefits to be delivered before formal FAB
    establishment (quick wins).
  • 2011-2012 BLUE MED Implementation Phase
  • The implementation of FAB provisions.
  • A phase extending beyond 2012 (formal FAB
    declaration) aiming to achieve wider integration
    within the FAB.

  • Definition of the Concepts to be applied in the
    whole FABs operational environment.
  • Description of the BLUE MED FAB vision, in an
    evolutionary and dynamic way, independent from
    technology available today.

    relations in the FAB Short, Medium and Long-term
    operational environments.
  • High level guidance to the projects Working
    Packages.

    to be applied into the BLUE MED FAB at 2015 with

BLUE MED Technical Implementation
  • BLUE MED is based on the concept of Virtual
    Centre, a grouping of interconnected and
    interoperable ATSUs providing seamless uniform
    operations and services to the Airspace Users on
    the whole FAB.
  • This activity is responsible for the
    identification of all technical provisions for
    the BLUE MED Virtual Centre, and in particular
  • The definition of a Common Regional Roadmap for
    the FAB implementation (RSSIP) in the BLUE MED
    Area from the technical/Interoperability
    perspective.
  • 2010 Quick Win identification of solutions
    candidate for being implemented within 2010.
  • The definition of the FAB IOP scenarios for
    2012-2015.
  • Technical Validation activities.

BLUE MED Safety
  • BLUE MED Safety case.
  • Incremental development of a Safety Case aiming
    to demonstrate that the operational and technical
    modifications introduced by the FAB
    implementation will be acceptably safe.
  • BLUE MED Safety maturity.
  • Analysis of the FAB Safety Maturity providing an
    outlook of safety management in the future FAB,
    addressing the need for enhanced and uniform
    levels of safety across the whole FAB (and, if
    feasible, harmonised with the whole Europe).
  • Also including
  • A safety maturity survey, to assess the level of
    SMS implementation in the BLUE MED states.
  • An action plan for harmonisation towards a common
    FAB SMS.
  • A methodology for monitoring FAB safety
    performance and adverse trends.

BLUE MED Economic Assessment
  • Definition of the Baseline Scenario. The baseline
    scenario, representing the situation without the
    development of the FAB, constitutes the benchmark
    against which the Short-term Scenario (2012) will
    be measured
  • Detailed Cost Benefit Analysis of the Short-term
    Scenario (2012). The Short-term Scenario, taking
    in account the FAB establishment, will consider
    all the quick-wins and the short-term benefits
    deriving from the first steps of the FAB
    implementation
  • What if analysis, of the Medium-term (2015) and
    Long-term (2020) scenarios. The use of the What
    if analysis will enable an evaluation of the
    possible costs and benefits associated to
    different options.
  • Analysis of the air navigation service charging
    schemes (actual and potential) and of the
    possible strategies for the establishment of a
    single or multiple unit rates.

BLUE MED Legal Aspects
  • Analysis of the legal and institutional context
    of the proposed implementation of the BLUE MED
    FAB.
  • Analysis of different legal concepts, customary
    practices, national laws, bilateral agreements,
    ICAO standards and regulated practices.
  • Identification of the various legal arrangements
    in relation to Air navigation charges and ATCO
    related issues.
  • Identification of the various items that need to
    be considered for the BLUE MED FAB Agreement, the
    BLUE MED ANSP cooperation Agreement and the BLUE
    MED NSA Agreement.
  • Definition of the institutional plan for FAB
    agreement signature.

BLUE MED Human Resources Aspects
  • 3 tasks currently performed by ad-hoc Task
    Forces
  • Regulation and Compliance dealing with national
    laws, existing mandates, Licensing and
    Transposition of ATCO Licensing Directive.
  • ATM Training investigating existing training
    structure and capabilitiesand identifying overall
    strategies for ATSEPs and ATCOs.
  • Staffing Analysis addressing selection and
    recruitment processes.

BLUE MED Environment
  • Definition of a shared BLUE MED FAB methodology
    for the assessment of environmental impacts based
    on ICAO CAEP draft guidance material and
    EUROCONTROL further elaborations.
  • Validation of a BLUE MED FAB methodology through
    its application to one o more of the proposed
    BLUE MED FAB operational scenarios
  • Monitoring of early indications and future
    results from the on going definition of
    Performance Scheme Implementing Rules
  • Ensuring compliance of the results with the
    relevant SES Requirements related with
    Environment.

BLUE MED Implementation planning
  • Identification of the BLUE MED implementation
    scenarios for 2012, 2015, 2020.
  • Various harmonisation activities leading to the
    definition of a Regional Single Sky
    Implementation Plan (RSSIP) for the FAB.
  • With the support of the Programme Management
    Office (PMO - comprising at least 4 Project
    Management Officers, one from each EU state),
    coordination and internal management of the
    project definition and implementation activities
    in the respective states.
