The NAPAs History
  • Decided during COP7 (decision 28/CP7)
  • Are concerned Least Developed Countries (LDCs)
  • Creation of the Least developed countries Expert
    Group (LEG)
  • GEF Operational Guidelines (2002)

The NAPAs whats it?
  • Objective is to  serve as a simplified and
    direct channels of communication for information
    relating to the urgent and immediate adaptation
    needs of the LDCs 
  • Procedure defined by the GEF operational
    guidelines
  • 200,000 US per country
  • 12 to 18 months

The NAPAs process
  • Build multidisciplinary NAPA teams
  • Define goals and criteria, review existing
    policies and identify synergies
  • Synthesize available information conduct a
    participatory assessment to identify urgent
    adaptation options
  • Select priority adaptation needs
  • Rank projects and activities
  • Develop project profiles, integration into
    national policy frameworks
  • Submit NAPA

NAPAs and National Communications
  • NAPAs will be submitted to the UNFCCC secretariat
    after completion
  • Will form a basis for adaptation reporting for
    the second national communication of LDCs
  • Adaptation measures and policies for key
    vulnerable sectors
  • Possible implementation of some of these measures
    to report on
