National Conference of State Legislatures (NCSL)
  • Non-profit, bi-partisan organization.
  • Members are all 50 state legislatures, 7,400
    legislators and 30,000 legislative staff in 50
    states, D.C. and U.S. territories.

  • Alaska A.O. No. 243 (2008)
  • Created the Governor's Coordinated Transportation
    Task Force (CTTF)
  • Purpose
  • To serve as the advisory committee to the
    governor
  • To develop policy and procedural recommendations
    for the state's various existing programs
  • The CTTF presented its findings to the governor
    on Feb. 11.
  • The report presents a process to achieve a
    coordinated human service public transportation
    culture as well as a structure to sustain it"

  • Florida HB 1175 (2008)
  • Requires all human service agencies to identify
    dollars spent on NEMT services to transportation
    disadvantaged clients
  • Requires all agencies to pay the transportation
    rates approved by the Commission for the
    Transportation Disadvantaged
  • Amends provisions allowing for purchase of
    transportation services outside the coordinated
    system

  • Georgia HB 277 (2010)
  • Creates the Georgia Coordinating Committee for
    Rural and Human Services Transportation of the
    Governor's Development Council
  • The committee has to examine the manner in which
    transportation services are provided by the
    participating agencies represented on the
    committee
  • Requires a report to be submitted to the
    Governors Development council every year that
    makes recommendations to improve practices

  • Massachusetts HB 107 (2009)
  • Created the Massachusetts Mobility Compact
  • Goals are to
  • Increase mobility for people and goods in the
    state
  • Promote administrative efficiency and program
    improvement among transportation agencies
  • Share best practice techniques
  • Promote local economic growth for transportation
    facilities in rural and less accessible areas of
    the state

  • Minnesota SB 2540 (2010)
  • Creates the Minnesota Council on Transportation
    Access
  • The council was established to study, evaluate,
    oversee, and make recommendations to improve the
    coordination, availability, accessibility,
    efficiency, cost-effectiveness, and safety of
    transportation services provided to the transit
    public
  • Expires June 30, 2014

  • New Hampshire SB 321 (2010)
  • Sets the term of 3 years for the coordination
    council members
  • Broadens the purpose of the coordinating council
    from serving senior citizens and persons with
    disabilities to the general public, in
    particular citizens in need of access to
    essential services and activities
  • Expands the purpose of the council so that it can
    approve the formation of local coordinating
    councils
  • Allows the council to issue grants for the
    purpose of making grants to improve community
    transportation

  • South Carolina HB 3279 (2008)
  • Created the Committee to Study Mass Transit and
    Human Services Transportation
  • The committee has to study all mass transit
    systems and human services transportation systems
    in South Carolina and report on the status of
    these programs
  • The final report was due on March 13, 2010

  • South Carolina EO 2009-13
  • Establishes the South Carolina Interagency
    Transportation Coordination Council, which
    promotes interagency cooperation and statewide
    coordination to cut costs and eliminate waste in
    current transportation programs.

  • Tennessee HB 2937 (2008)
  • Requires the DOT to coordinate all financial
    resources that are provided for transportation
    services in the state
  • Requires those seeking funds from the DOT to file
    a report detailing the amount needed and the
    purpose
  • Tennessee SB 2835 (2008)
  • Requires any state department making a grant for
    transportation services and entities receiving
    funds for specialized services from the state to
    coordinate those transportation services or
    specialized transportation services with the
    department's multimodal transportation resource
    division.

  • Washington HB 2072 (2009)
  • Created a work group, led by ACCT, to increase
    efficiencies in NEMT
  • Requires ACCT to collaborate and monitor local
    coordinating coalitions toward the council's
    progress towards achieving its goals, the
    progress of each region in advancing coordination
    of and accessibility to special transportation
    services, and to provide input to local and
    regional planning organizations for advancing
    special needs transportation
  • Creates a local coordinating coalition in each
    nonemergency medical transportation brokerage
    region.

NCSL Caltrans MAP Project
  • In conjunction with JNTC, NCSL
  • Performed legislative research on relevant
    California and federal statutes
  • Conducted presentations, discussions and
    interviews with Caltrans, the MAP PAC and other
    study stakeholders
  • Analyzed key regulatory and policy-related issues
    which surfaced during the study that were
    obstacles to the improvement of state
    coordination efforts
