Initial Objective
  • Objective
  • Identify 3 or 4 problem apartment complexes with
potential for changing the management or
    environment
  • To field test the utility of the POP Guide
  • Working definition of apartment complex
  • A single building or multi-building complex with
    5 or more apartments
  • The project will be described in terms of the
    SARA process

10
Scanning
  • Identified Problem Apartment Complexes
  • Analysis of arrest database 6 sites
  • Police ride alongs and interviews 16 sites
  • Elimination of sites not meeting the definition
  • Input from District Commanders

11
Scanning
  • Redefine the Problem
  • Biggest bang-for-the-buck
  • Instead of targeting a few apartments we would
    target an area.
  • Clustering of problem apartments in two areas
    serving out of town buyers
  • The two areas are served by exit ramps from
    Interstate 78
  • We could impact the drug problem in the city if
    we focus on these areas
  • We will refer to these areas as Loops

12
Analysis The Loops
  • Two interstate exits allow access to drug markets
    in residential areas
  • Two loops facilitate EZ-off/EZ-on access to out
    of town drug buyers
  • Loops were identified with help from the District
    Commander

  • Reasons for choosing Loop 1
  • 7 problem apartment complexes in Loop 1
  • Clear traffic pattern we thought could be altered
  • Unclear traffic pattern in Loop 2
  • District Commander felt the problem in Loop 2 was
    being contained
