7National Targets and Indicators (45)
- These support the delivery of the National
Outcomes. These National Targets and Indicators
are drawn up for both the NHS and Local
Authorities (LAs). Some are applicable to one or
the other but many will require partnership
working. There are too many to list here but
here are the health improvement partnership
indicators.

- 60 of school children in primary 1 will have no
signs of dental disease by 2010 - Increase the average score of adults on the
Warwick-Edinburgh Mental Well-being Scale by 2011 - Increase healthy life expectancy at birth in the
most deprived areas - Reduce the percentage of the adult population who
smoke to 22 by 2010 - Reduce alcohol related hospital admissions by
2011 - Reduce mortality from coronary heart disease
among the under 75s in deprived areas

among the under 75s in deprived areas - 80 of all three to five year old children to be
registered with an NHS dentist by 2010/11 - Achieve agreed completion rates for child healthy
weight intervention programme by 2010/11 - Achieve agreed number of screenings using the
setting-appropriate screening tool and
appropriate alcohol brief intervention, in line
with SIGN 74 guidelines by 2010/11

successfully quitting (at one month post quit)
over the period 2008/09 2010/11 - Reduce suicide rate between 2002 and 2013 by 20,

health and substance misuse services, primary
care and accident and emergency being educated
and trained in using suicide assessment
tools/suicide prevention training programmes by
2010 - Increase the proportion of newborn children
exclusively breastfed at 6-8 weeks from 26.6 in
2006/07 to 33.3

12Better Health Better Care (BHBC) and the Scottish
Local Government Single Outcome Agreements (SOAs)
- BHBC is the National Strategic Document for the
NHS and includes HEAT targets - The SOA is the National Strategic Document for
Local Authorities which sets out the outcomes
which each Local Authority is seeking to achieve
and uses the National Outcomes and National
Indicators - The menu of local outcome indicators guides LAs
to planning specific local outcomes - Both the BHBC and SOA underline the need for
partnership working via Community Planning
13NHS Local Delivery Plans (LDPs) and Corporate
Objectives
- Annual LDPs and Corporate Objectives outline what
the local NHS will do to meet the HEAT targets
and other local health priorities
14Local Outcomes
- In order to achieve the HEAT and SOA local
indicators it is crucial that Community Planning
partners develop their own local priorities,
outcomes and indicators - The LDPs and NHS Corporate Objectives and menu of
local outcome indicators provide information on
outcomes and indicators - The JHIPs are a critically important local
partnership mechanism for identifying local
priorities, indicators and outcomes
