SAIS Student Details - Statistics
  • Here are some SAIS Student Details transaction
    level system statistics from FY 2004
  • 36,866,809 individual transactions submitted
  • 1,090,369 distinct students
  • 90.7 of transactions were submitted successfully
  • 9.3 of transactions submitted failed with
    validation failures

Most Common Integrity Errors
  • Note these are currently (FY 2005) the most
    common Integrity errors in SAIS Student Details
    as of 3/9/2005.
  • 44103 Student may have only a partial absence
    on first day of membership.
  • 44104 Absence amount exceeds FTE amount.
  • 43203 Submitted readmission activity does not
    match the previous withdrawal activity code.
  • 44001 Student should be withdrawn for excessive
    unexcused absence.

System Offline end of month
  • On January 31st and February 28th, our SAIS
    Student Details System was taken offline,
    disallowing uploads.
  • Uploads were blocked for approximately 25 hours
    at eom in January and 30 hours eom in February.

FY06 SAISStudent Detail Changes
  • Revised 3/3/05
  • Student "Immigrant" Need Transaction Dates
    permitted to be outside the current Fiscal Year
    this request is undergoing clarification with the
    Academic Achievement division.
  • The Free Lunch and Reduced Price Lunch needs will
    be replaced with an NCLB indicator.
  • New rule to prevent graduated students from
    subsequently generating ADM funding.

    completing transition requirements is not needed
    in FY06.
  • Arts Education will not be implemented as a new

Special Education Paperwork Reduction Vendor Fair
  • To assist schools in acquiring or increasing
    knowledge and understanding of technology that
    has been developed to decrease the paperwork
    burden that faces special education personnel in
    Arizona schools
  • March 28th and 29th 2005 in Phoenix at the Black
    Canyon Conference Center 9440 N. 25th Ave.

SPED Annual Data Collection Workshops
  • All LEAs that served special education students
    in FY 2005 are required to submit their Annual
    Special Education Data.
  • Online Application available after April 1st
  • Peggy Staples of ADE / ESS, along with the RTCs,
    will be conducting free workshops and training
    sessions on this application.

  • Morning sessions primarily for new users
  • Complete walkthrough of application
  • Approximately 3-4 hours in length
  • Afternoon sessions for those familiar with the
    application
  • Review of application and any new changes
  • Approximately 1.5-2 hours in length
  • Registration is required and is done online at

  • Question If a student has both SLD and SLI,
    which do you report to SAIS?
  • Answer Both!
  • Always report all categories/participation (as
    long as the student is eligible for them, etc.).

IDEA and NCLB FAQs
  • The House Education and Workforce Committee has
    posted two documents, Frequently Asked Questions
    About the Individuals with Disabilities Education
    Act (IDEA) and Frequently Asked Questions About
    No Child Left Behind (NCLB).
  • Both documents can be downloaded by going to the
    Committee's homepage at http//edworkforce.house.g
    ov/. 
  • These are not official interpretations of the law
    as that responsibility still resides at the
    Department of Education.

Tuitioned-Out Private Schools
  • Beginning in FY 2006, the submission of student
    detail data will be required for students who are
    tuitioned-out to private schools
  • DelRep vs. SAIS Online and SDDI
  • Procedural changes in the manner and frequency of
    communication between public and private schools
    may be required

Tuitioned-Out Private Schools
  • Private schools will be entering their own
    calendars/tracks
  • LEA's CAN submit these tuitioned-out kids through
    SDDI if your SMS allows
  • ADE will need to set up dependencies of LEAs to
    the Private schools they tuition out to

Immigrant / Refugee
  • The link for Academic Achievement (AAD) contacts

  • Updates to this list are that Frank Migali is in
    charge of Refugee (currently lists Kathy Mooney)
  • Collect the Refugee count via SAIS per
    requirements. But, a Form Builder application is
    available in addition to the SAIS requirement.
  • Training being provided (per Frank Migali) to
    district staff in the near future to encourage
    them to input their Refugee data into SAIS.

Immigrant / Refugee
  • Refugee definition The Immigration and
    Nationality Act Sec. 101.8U.S.C.1101(42)
    defines a refugee as any person who is outside
    any country of such persons nationality or, in
    the case of a person having no nationality, is
    outside any country in which such person last
    habitually resided, and who is unable or
    unwilling to return to, and is unable or
    unwilling to avail himself or herself of the
    protection of, that country because of
    persecution or a well-founded fear of persecution
    on account of race, religion, nationality,
    membership in a particular social group, or
    political opinion.

  • For the Immigrant Support Program, Immigrant is
    defined in NCLB Section 3301 of Title III as
  • IMMIGRANT CHILDREN AND YOUTH The term immigrant
    children and youth means individuals who
  • are aged 3 through 21
  • were not born in any State and
  • have not been attending one or more schools in
    any one or more States for more than 3 full
    academic years.

    this year.
  • EAS memo went out recently urging the compliance
    of entering Immigrant into SAIS.

Expanded SAIS Forums
  • Upcoming SAIS SD Open Forums will be expanded to
    cover FY 06 requirements.
  • April 8, 2005 Phoenix
  • April 29, 2005 Flagstaff
  • May 6, 2005 Tucson (tentative)
  • It is recommended that all SAIS SMS Vendors be
    present at one of the expanded Forums. Note that
    there is no need to attend more than one of these
    sessions.
  • Exact times TBD. Additional expanded Forums may
    be added if demand dictates. Specifics will be
    forthcoming in the next edition of Inside SAIS,
    in the emailed distribution list invites, and on
    the MIS Bulletin Board.
