BACKGROUND
  • The core responsibilities of the department are
    as follows
  • Provide and maintain infrastructure
  • Assist client departments to construct and lease
    building facilities.
  • NB Although the department is the implementing
    agent for the above funds for infrastructure
    resort with client departments

Expenditure 2005/06
  • The department was during the 2005/2006 financial
    year allocated a total amount of R338m and R335m
    was spent leaving a saving of R3m.
  • Of this amount, a total of R253.199m was spent on
    infrastructure.
  • Notably, the bulk of the funding was expended on
    the maintenance and upgrading of roads, these two
    items accounted for 69 of the total
    infrastructure expenditure.

Conditional Grant Allocation
  • Out of the R253m spent on infrastructure
  • R113 million was conditional grants,
  • the province expended a total amount of R140
    million as part of its equitable share.

CAPACITY WITHIN THE DEPARTMENT
  • Deficiencies in department capacity
  • The department is not only confronted with the
    equity profile challenge in the engineering
    profession, but also the competition for
    engineering skills with the private sector has
    intensified with the focus put on infrastructure
    economic development.
  • Retention Strategy
  • The department already reviewed the salaries of
    Engineers through the job evaluation process
  • state owned housing to be utilized for the
    housing of employees identified as scarce skills.
  • appointing Mentors to assist the Technical
    personnel to register with their respective
    councils
  • the introduction of scarce skills allowance

Service Level Agreements
  • Only the Department of Education in the province
    has signed such an agreement.
  • The department has also entered into service
    level agreements with four of the five district
    municipalities that serve as agencies for the
    department in the re-gravelling and maintenance
    of gravel roads in the province.
