Russian Natural Gas Exports to Italy
  • First natural gas deliveries to Italy started in
    1974.
  • Main partner through more than 30 years ENI.
  • Long-standing relationship and fruitful
    cooperation with ENI
  • creating in 1993 of the joint company Promgas (2
    bcma supply contract to Edison)
  • joint realization of the Blue Stream Pipeline
    project.
  • Gas delivered under 5 long-term contracts (4
    ENI, 1 Promgas)
  • Around 410 bcm delivered since 1974.

Cooperation in the Italian Market with Other
Players
Strong interest from other Italian and
non-Italian companies in long-term purchasing of
Russian natural gas. Memoranda of understanding
signed with all major players in the Italian
energy market Edison, Enel, EGL, Sorgenia, Riva
Energia, Gas Plus Italiana. They provide for
the possibility of broad cooperation not only in
long-term gas deliveries, but also in joint gas
marketing and storage as well as power
production. Since 2003 Gazprom delivered to
Italy more than 1.2 bcm of spot gas to the buyers
alternative to ENI.

Further Development of Cooperation with ENI
The Strategic Partnership Agreement signed in
November 2006 foreseeing the following
TAG
Austria
  • reduction by up to 3 bcm of the annual delivery
    volumes under one of the long-term contracts with
    ENI
  • transfer to Gazprom of the corresponding capacity
    of the TAG pipeline system, currently contracted
    by ENI as shipper
  • extension until 2035 of the existing gas
    long-term sales agreements with ENI
  • negotiations on asset swap.

In the liberalised European gas market Gazprom
introduces new style of work with a view to the
current commercial opportunities

EU Gas Directive 2003/55/EU states
that long-term contracts will continue to be an
important component in the gas supply system of
the member-states (Preamble, p. 25)
Gazprom has cancelled the provision banning
gas re-exports in the contracts with the Western
European companies and will not include them in
the new contracts
Michael Glos, Germanys economy minister, said
The Commission is now talking about unbundling
ownership and we need to verify first whether
this is compatible with the constitution. (Gas

Jean-Marie Devos, secretary general of Eurogas,
told In liberal markets there should be freedom
for companies to determine their own strategy.
Now is not the time to weaken national gas
companies in Europe.(Gas Matters Today, February
2, 2007)
On January 10, 2007, European Commission presents
its proposals on a new energy policy for Europe
including ownership unbundling or as a concession
introducing full independent system operators.
More effective and transparent price formation
was also raised as a major concern, as well as
the continued use of regulated tariffs within
members states.
