CAPTA Requirements
  • The Child Abuse Prevention and Treatment Act
    (CAPTA) (P.L. 108-36) also requires the South
    Carolina Department of Social Services to make
    referrals to BabyNet for infants and toddlers
    ages birth to three
  • with indicated abuse or neglect, or
  • with documentation of substance abuse, or
  • with suspected delays in development.

  • Intake offices receive referrals
  • Receipt of a referral for evaluation and
    assessment begins a 45 day timeline
  • Child does not meet eligibility criteria
  • Family is not interested in BabyNet services for
    referred child or
  • Child has a completed and signed Individualized
