13CAPTA Requirements
- The Child Abuse Prevention and Treatment Act
(CAPTA) (P.L. 108-36) also requires the South
Carolina Department of Social Services to make
referrals to BabyNet for infants and toddlers
ages birth to three - with indicated abuse or neglect, or
- with documentation of substance abuse, or
- with suspected delays in development.

- Intake offices receive referrals
- Receipt of a referral for evaluation and
assessment begins a 45 day timeline - Child does not meet eligibility criteria
- Family is not interested in BabyNet services for
referred child or - Child has a completed and signed Individualized
Family Service Plan.
