  • Provide an understanding of Spectrum Management
  • Explain ECTELs revenue generation from Spectrum
    Fees
  • To provide an explanation of the billing process
    for use of spectrum in ECTEL Member States

  • The electromagnetic (EM) spectrum is the
    electric and magnetic waves that include
  • Radio waves
  • Microwaves
  • Infra red
  • Visible Spectrum (light)
  • Ultra Violet
  • X-Rays
  • Gamma rays

  • The EM spectrum extends from below the
    frequencies used for modern radio (at the
    long-wavelength end of thousands of kilometers)
    through gamma radiation (at the short-wavelength
    end the size of an atom), although in principle
    the spectrum is infinite and continuous

Radio Frequency (RF)
  • Radio frequency (RF) is a frequency or rate of
    oscillation within the range of about 3 Hz to
    300 GHz.
  • This range corresponds to frequency of
    alternating electrical signals used to produce
    and detect radio waves.
  • Regulation of the Radio Spectrum is generally
    limited to 30 KHz to 300 GHz

Forms of Revenue Generation of Radio Spectrum
  • ECTEL uses Recovery of Administrative Cost in
    pricing the Spectrum
  • Auction is another pricing option
  • To maximize returns from the resource
  • Admin cost plus profit

ECTEL Spectrum Fees
  • ECTEL Member States have Spectrum Fee Regulation
  • Regulation has prices for different sections
    (bands) of the range of radio frequencies
  • Prices are determined based on the services
    provided in the sections (bands) of the
    frequencies used

Billing Process
  • Based on the Frequency Authorization issued
    Technical Services and Accounts will develop an
    invoice for NTRC (SVG prepares their own
    invoices)
  • Based on rate established in the Spectrum Fee
    Regs. and bandwidth being used a total cost is
    calculated
  • Invoice will show the section of frequency being
    used (Codes are PMT, MBL, MCL, BFM etc) and
    amount of Spectrum being used with bandwidth and
    cost.

Spectrum Fees ECTEL bloodline!
  • Spectrum fees are the only source of income for
    ECTEL
  • It is therefore important that all fees be
    collected
  • To collect and enforce fee collection we have to
    monitor the spectrum to make sure
  • the frequencies assigned are clean for providers
  • All user of the spectrum are licensed and paying
    fees
  • Proper regulation is in place
  • Compliance is enforced
