5Overview
- Procurement Capability Reviews
- Represent an independent strategic review of the
procurement activities of a department and its
wider network - Cover the widest definition of procurement, from
commodities through to complex PFI projects, and
examine procurement activities along the whole
delivery chain and across the whole lifecycle
from policy to disposal - Involve the deployment of a small team of high
calibre procurement and commercial experts
on-site for 3-4 weeks - Lead to the publication on OGC website of a
report with prioritised recommendations,
alongside an Improvement Plan setting out the
departments response - Place an obligation on the department to take
action to improve. This is supported by OGC
monitoring, progress stocktakes and further
reviews.

first tranche published on 6 December - all
material available on OGC website - Now disseminating messages and testing our
thinking about common themes with procurement
community - Second tranche of reviews (Defra, DfT and DfID)
will be published in May
8Key emerging themes (early days)
- Seven themes
- Influencing spend outside the core dept
- Shortage of skilled and experienced procurement
professionals, with sufficient visibility - Need for better data
- Need for more market shaping, strategic supplier
engagement and relationship management - Need for more, and more effective, collaboration
- Measuring procurement performance
- Need for better knowledge-sharing
9Questions Your input!
- Are these themes surprising do they resonate
with your experience? - Are these systemic issues?
- Are there other issues not on this list that you
would expect to see? - So what next
- Are there any obvious solutions or quick wins?
- What should departments be doing?
- What should OGC be doing to help them?
