Title: GMES Marine Core Service

1
GMESMarine Core Service
Arno KaschlGMES Bureau - European Commission
2
GMES
  • joint initiative of the European Commission and
    ESA
  • ? relevant information to policy-makers and many
    other users
  • autonomous capacity to generate deliver Earth
    observation-derived information on environment
    security strategic for EU

3
GMES Services
  • Three Service areas based on Earth system
    components
  • Land Monitoring European land cover urban
    spots global land
  • Marine Monitoring sea state ecosystem
    characteristics over global ocean European
    regional seas
  • Atmospheric Monitoring air quality (European)
    and climate forcing (global), stratospheric
    composition (global) and solar energy
  • Further, two horizontal components
  • Emergency Response rapid mapping
    alert/preparedness systems
  • Security issues global situations, border and
    maritime surveillance, homeland security

4
GMES and Climate Change Information
  • Assessment of current status
  • GMES Services will deliver indicators derived
from long time series of observations (e.g. GCOS
    ECVs describing atmosphere, land ocean)
  • Space and ground-based observations used for both
short-term monitoring forecasting and long term
    analyses/reanalyses
  • Long-term projections and scenarios
  • Information provision by research community
    involved in Earth system modelling
  • GMES Service information used for retrospective
    calibration/validation of these models
  • GMES should feed socio-economic analysis of
    climate change impacts derived measures

5
Marine Core Service
  • Systematic reference information on the state of
the ocean over global ocean European regional
    seas
  • Observational and model data
  • Now- and forecasting
  • Re-analyses
  • Ocean scenario simulations (with climate
    modelling centres)
  • Evolution towards marine resource coastal zone
    management
  • Component of the EU Maritime Policy

6
Marine Core Service
  • Build on what is available (FP6 IP GSE)!
  • MCS existing foundations can be characterised as
  • the existing infrastructure in the form of in
situ observing systems, EO systems and data
collection and modelling systems that are in
    place to provide environmental information
    services
  • previous and current RD projects that have or
are delivering relevant understanding, tools and
    capabilities
  • Mersea, Polarview, Marcoast ? myOcean

Some Core products
10
Challenges regardingenvironmental data
  • Global Environmental Change reinforces the need
for Information to support policy decisions
  • Technological Progress is an asset to respond to
    the need
  • Availability of relevant data
  • Lack of access
  • Lack of funding for technical infrastructure,
    lack of continuity
  • Spatial and temporal data gaps
  • Lack of data interoperability
  • Inadequate user involvement

11
Some Answers
  • INSPIRE

GMES
WISE
SEIS
WISE-Ocean
EMODNET
12
GMES, INSPIRE, SEIS et al.
  • Mutually supportive complementary approaches to
    tackle challenges
  • Have a European impact but also global reach eg
    climate change
  • INSPIRE metadata, interoperability
  • (what data is out there? how to make it
    useful..)
  • SEIS data and product availability,
    decentralised network
  • (how to have (quality) data available, even
    NRT..)
  • GMES its all about services..
  • (Increase the amount of data produced and put
the available data to good use and add value..)

13
Interaction GMES EMODNET
  • GMES development should profit from the
integration efforts and efforts at facilitated
    access made through EMODNET
  • GMES MCS Outputs are part of EMODNET, pillar
  • GMES is contributing to the availability of
relevant data/products by promoting free access
to products ? Use of MCS information GMES
    public good observation data
  • ? Important interfaces, need to exploited

14
GMES as driver(to the benefit of EMODNET)
  • Move towards sustainability ? operationalising of
some priority research networks European Member
States to sustain their current investment
  • Possible EU support to in situ networks (for
    European added value, e.g.
  • Filling gaps in observation infrastructure
  • Inter-European observation infrastructures
  • European contribution to international networks
    (through European infrastructure, e.g. ARGO)
  • Mobilisation use of public financing
    instruments
  • From national to local levels
  • By EU not limited impact to FP space programme
  • Constant effort in RD activities (observation,
    modelling, information management)
  • Tool for international cooperation, incl. GEO
process e.g. Access to observation data not
    controlled by Europe

15
Timeline
  • Main milestones
  • 2008-2009 governance package, dossier de
    programme
  • Preparatory Action ongoing (support to emergency)
to be progressively increased in scope funding
    until 2013
  • 2011-2012 beginning of full implementation
  • 2014 new EC Financial Perspectives -gt
    operational funding line

16
GMES Forum
  • 16/17 September 2008 French Presidency
    Conference, Lille
  • User / service focus
  • Demonstrators presenting operational GMES
    products to users
  • Websitewww.forumgmes2008.eu

17
Some Conclusions
  • GMES is important component of EMODNET
  • Earth observation derived information more
more important for public decision making
    market applications
  • Importance of the GMES initiative for
  • Consolidating integrating the current European
    capacities
  • Establishing public good services as a common
    European information basis
  • Stimulating the development of a downstream
    sector of sustainable business models
  • Maintaining the European position at
    international level
  • GMES is an important driver!
  • Leadership of the marine community in GMES
  • Need for consolidating improving the structure
coordination of this community at European
    level
  • Maintain a constant dialogue with the European
    bodies
