Evacuation Plans
  • General Population Evacuation
  • Encourage citizens to evacuate by own means
  • Transportation-challenged can utilize Parish
    Pick-up Points (Regions 1, 3, 4 and 5)
  • DOTD approx 700 busses to support parish
    evacuations
  • Three Vehicle Staging Areas
  • Zephyr Field to support SELA
  • Chennault to support SWLA
  • Shreveport

Evacuation Plans
  • Hospital Evacuations
  • Medical institutions are responsible for having
    evacuation plans, including contracts or
    agreements in place to execute them. However,
    large-scale medical evacuation of an entire
    Region or multiple Regions will require private,
    local, State, and Federal assets to accomplish
    the mission.
  • If the local government is overwhelmed by the
    demand for medical evacuation, assistance from
    the State and Federal ESF 8 partners will be
    required.
  • State and Federal assistance includes those
    elements required to successfully execute a
    medical evacuation and sheltering plan

  • Nursing Home Evacuations
  • Nursing Homes in 22 parishes required to submit
    viable emergency plans for review to DHH
  • Plans to be reviewed and updated annually
  • Plans also submitted to local/parish OHSEP

  • Medical Special Needs Shelters (MSNS)
  • Critical Transportation Needs Shelters (CTNS)
  • Sex-Offender Site (SOS)
  • Federal Medical Station (FMS)

  • Evacuees requiring medical assistance with daily
    activities
  • Evacuees that cannot take care of themselves and
    are accompanied by a caregiver for assistance
  • Evacuees who do not have conditions severe enough
    to be admitted to a hospital

  • Evacuees who do not have their own means of
    transportation to evacuate
  • Evacuees who are evacuated via bus according to
    city/state-assisted plans
  • Sex-Offender Site
  • Registered sex offenders

    be sheltered separate from general population
    evacuees
  • Parish-Operated CTNS

  • Federal Medical Station (FMS)
  • When the state requests federal medical support,
    an FMS will provide scalable, modular, and
    rapidly deployable health and medical care to
    people with
  • Non-acute medical, mental health, or other
    health-related needs that cannot be accommodated
    or provided for in a general shelter
  • Conditions that require observation, assessment,
    or maintenance
  • Chronic conditions that require assistance with
    activities of daily living but do not require
    hospitalization
  • Medication and vital sign monitoring needs
