• Accreditation cycle runs across 2 Fiscal Years
• FY05
• 8 Installations were awarded a Zumwalt
• FY06
• 18 Installations were awarded a Zumwalt

Accreditation History

• Goal
• All Navy VQs will be at least a 3 Star
  Activity, working towards the 5-Star Zumwalt
  every day
• Previous scoring made it very difficult for
  installations to be awarded 3 or 4 Stars

Why the change?

• Moves toward standardization
• Addresses weaknesses seen in the field
• Advocates understanding of financial statements
  and fiscal responsibility
• Promotes understanding of the property management
  system at manager level.

Why the change?

• Enables us to retain current accreditation
  standards working toward an operation comparable
  to a mid grade hotel
• Puts our basic standards in line with the new
  proposed DoD Lodging Standards developed by the
  Service Standards Team (SST) December 2005.

Major Changes

• Location of smoking areas now included in
  Information package
• Eliminated the use of plastic insert cups for
  hot/cold cups.
• Changed hanger requirement from 7 to 10, (5
  regular and 5 with clips)
• Eliminated cocoa from beverage kit.
• Eliminated the requirement to provide coffee in
  the Lobby to Transient Guests

• 5 year capitalization plan will be verified
  against approved NABF budget
• Annual training plan and employee training
  folders will be verified
• Semi-annual audits to EI will be verified for
  active participation in performance plus

• The Hotel Ledger will be reviewed for proper
  balances (in house and pending) and ensuring that
  permanent accounts are not used for accounts
  receivables
• Transient spaces properly accounted for in the
  Property Management System (PMS)
• Out of order spaces are randomly validated.
• Monthly occupancy sent to CNIC will be validated.

• Converted/Diverted spaces will be validated
• Bomb threat instructions, emergency procedures,
  base disaster plan and location of shelters
  (including desk clerk knowledge) will be checked

• A portable fan with fan guard has been added (5
  star)
• A roll of paper towels on a holder has been added
  (5 star)
• Cooking utensils and kitchenware has been added
  for units with kitchens that have stovetops (5
  star)
• Extra 5 Star point for Gold or Meritorious

• Change has a considerable psychological impact
  on the human mind. To the fearful it is
  threatening because it means that things may get
  worse. To the hopeful it is encouraging because
  things may get better. To the confident it is
